Informational; no action required. <br />7.02: Consider Adopting Ordinance #14 -04 Amending City Code to Establish Minimum <br />Standards for Alternative Energy Systems <br />City Planner Chris Anderson reviewed the staff report and recommendation of staff, the Planning <br />Commission, and the Environmental Policy Board to adopt Ordinance #14 -04 with revisions <br />related to ground solar energy systems in residential districts related to setbacks, height, and <br />glare. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Backous, to waive the <br />City Charter requirement to read the ordinance aloud and Adopt Ordinance #14-04 Amending <br />City Code Section 117 - 430 Establishing Minimum Standards. for Alternative Energy Systems. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Tossey aye <br />Councilmember Riley aye <br />Councilmember Backous aye <br />Councilmember Kuzma aye <br />Councilmember LeTourneau aye <br />Councilmember Johns absent <br />Mayor Strommen aye <br />Motion carried. <br />7.03: Consider Adopting Resolution #14 -05 -096 Advancing the Alternatives Analysis, <br />Engineering Design and Funding Plan for the Mississippi Skyway, Bicycle, and <br />Pedestrian Bridge <br />Parks and Assistant Public Works Superintendent Mark Riverblood reviewed the staff report and <br />recommendation to adopt a resolution advancing designs for the Mississippi Skyway with a not- <br />to- exceed amount of $100,000 for engineering design services, which will be funded by the <br />Transit Oriented Development (TOD) grant. An 8- person panel, given the task of researching <br />consulting/engineering companies, unanimously recommended SRF and Kimley -Horn for <br />engineering and design services for the skyway. They have worked with the City of Ramsey on <br />the skyway connected to the transportation transit station and other projects. They have worked <br />with many other cities and are well versed in pedestrian transportation projects. <br />John Atkinson, National Park Service Acting Superintendent of the Mississippi River <br />Recreational Area, presented a check in the amount of $490,000 from the Alternative <br />Transportation Fund to the City of Ramsey and expressed gratitude for their work on striving <br />toward a connected community. <br />City Council / May 27, 2014 <br />Page 6 of 10 <br />
