Motion carried. Voting Yes: Mayor Strommen, Councilmembers Backous, Tossey, Kuzma,
LeTourneau, and Riley. Voting No: None. Absent: Councilmember Johns.
7. COUNCIL BUSINESS
7.01: Receive Update on Highway 10 Access Planning Study: Case of Minnesota
Department of Transportation (Mn/DOT)
Development Services Manager Tim Gladhill indicated the purpose of this Case is for Bolton
and Menk, consultant to Mn/DOT, to present final alternatives for the Highway 10 Access
Planning Study.
Chris Chromy, Bolton and Menk, presented final alternatives for the Highway 10 Access
Planning Study. He indicated the Council would be asked for feedback on the final alternatives
for the Highway 10 Access Planning Study prior to publishing for public comment. He noted
meetings are scheduled for June 2 for the Anoka County Transportation Committee. There are
meetings scheduled for the businesses and stakeholders in Ramsey on June 3, and Anoka on June
4. The public open house for Ramsey is June 25, 2014.
Councilmember Tossey inquired whether Bolton and Menk has had the same level of
communication with Anoka as they have had with Ramsey.
Mr. Chromy replied they have been working with the staff of Anoka City as well as Anoka
County and the business owners that would be affected.
City Administrator Kurtis Ulrich followed up that he is having a meeting tomorrow with the
North Metro Mayors Association, which includes Anoka. He said they are starting to strategize
and brainstorm partnership ideas to keep the momentum going.
Mayor Strommen asked what Ramsey can do to assist in communication.
Mr. Chromy stated the consistent message that this project is moving forward is imperative.
Some City funding will be needed.
Councilmember LeTourneau inquired how far planning is at this point.
Mr. Chromy answered the nature of the planning is adjustable. This is not a finalized plan; this
is a working plan and a model.
Councilmember Kuzma inquired what the expected timeframe for improvements is.
Mr. Chromy responded that is difficult to predict. He stated they intended to achieve the projects
in a responsible timeframe, however, much of the project is dependent on funding.
Mayor Strommen thanked Mr. Chromy for bringing the plans to the Council multiple times and
keeping them up -to -date.
City Council / May 27, 2014
