use permit for an alternative surfacing material for M & G Trailer Sales and Service contingent <br />upon the applicant entering into a Lease Agreement for use of a portion of City -owned land. <br />Citizen Input <br />Steve Jung, M & G Trailer Sales and Service at 7575 Highway 10, thanked staff for the thorough <br />staff report. <br />Commissioner VanScoy asked if the applicant had any comments on the length of the interim use <br />permit. Mr. Jung supported the staff recommended five -year timeframe. <br />Commissioner Bauer stated after five years, the proposed parking area may be acquired by the <br />MnDOT for the Highway 10 improvements. City Planner Anderson stated this was the case. <br />Development Services Manager Gladhill explained the preliminary plans from MnDOT show <br />this parcel being acquired. He reported additional information on MnDOT's plan would be <br />available to the City over the next three to five years. <br />Commissioner Bauer recommended staff tie the interim use permit to the lease rather than to a <br />five -year limitation. City Planner Anderson stated this was a possibility. <br />Commissioner Field questioned if MnDOT would have any concerns with the proposed interim <br />use permit. City Planner Anderson stated the only concerns MnDOT may have would be if <br />additional access points were being proposed. <br />Motion by Commissioner Bauer, seconded by Commissioner Maul, to close the public hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, Maul, Brauer, Field, <br />Nosan, and VanScoy. Voting No: None. Absent: None. <br />Chairperson Levine closed the public hearing at 7:18 p.m. <br />Commission Business <br />Commissioner Brauer asked if the interim use could become a conditional use. <br />City Planner Anderson explained current City Code speaks to alternative surface parking being <br />an interim use. <br />Commissioner VanScoy questioned the length of the lease the City would seek with the <br />applicant. <br />City Planner Anderson stated the lease would be tied to the length of the interim use permit, or <br />five years. <br />Planning Commission/April 3, 2014 <br />Page 3 of 11 <br />
