Motion by Commissioner Brauer, seconded by Commissioner VanScoy, to recommend that City <br />Council adopt Ordinance #14 -04, amending the residential solar panel language. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Brauer, VanScoy, Field, and <br />Nosan. Voting No: None. Absent: Commissioners Bauer and Maul. <br />5.05: Adopt Resolution of Comprehensive Plan Compliance for Tax Increment Finance <br />District No. 14 Modification <br />Presentation <br />Development Services Manager Gladhill presented the Staff Report stating the Tax Increment <br />Financing Plan for Tax Increment Financing (TIF) District No. 14 is being modified to remove <br />parcels from the district, update the budget to reflect current OSA TIF reporting and to update eth <br />TIF district parcel list due to replatting of some parcels. Staff explained that when a TIF district <br />was created or modified, the Planning Commission shall review the plan or modification to <br />determine if they are in compliance with the City's Comprehensive Plan. Staff further reviewed <br />the request and recommended the Commission adopt a Resolution finding that a modification to <br />the Development Program for Development District No. 1 and a modification to the TIF District <br />No. 14 conform to the general plans for the development and redevelopment of the City. <br />Commissioner Brauer supported the TIF proposal and thanked staff for the thorough <br />presentation. <br />Chairperson Levine asked if the City would be hindering economic development by making a <br />change to the City's TIF policy. Development Services Manager Gladhill did not believe this to <br />be the case. He explained that TIF was only one tool in the City's tool box and there were others <br />available to entice and keep businesses in the City of Ramsey. <br />Commission Business <br />Motion by Commissioner Brauer, seconded by Commissioner Nosan, to recommend that City <br />Council adopt Resolution #14 -05 -078 finding that a modification to the Development Program <br />for Development District No. 1 and a modification to the Tax Increment Financing District No. <br />14 conform to the general plans for the development and redevelopment of the City. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Brauer, Nosan, and Field. <br />Voting No: None. Absent: Commissioners Bauer and Maul.
