Panasonic DX800 Model fax machine. The model is network-able and addresses the memory <br />needs for faxing by the various departments. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Kurak, to recommend that the <br />City Council adopt the resolution authorizing the transfer of $1,500 from the Equipment <br />Replacement Fund for the purchase of a new fax machine for City Hall. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Kurak, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #2: Purchase of New Self-Contained Breathing Apparatus (SCBA) <br /> <br />Director of Public Works/Fire Chief Kapler stated that in 2002, the City of Ramsey was fortunate <br />enough to be awarded a FEMA grant in the amount of $152,068. Part of the grant is to be <br />utilized for purchasing new SCBA's, the Fire Department's long-term capital equipment plan <br />planned for replacement in 2004. Acquiring the FEMA grant allows this purchase to happen <br />earlier than planned and saves the City substantial cost. Fire Department staff made a thorough <br />analysis of the different manufacturers available, service levels and availability, and what makes <br />and models other fire departments in the immediate area use. The result of the research <br />concluded with a recommendation to purchase MSA brand SCBA's per Ramsey Fire Department <br />specifications. The new apparatus will have the more common high-pressure type (4,500 psi vs. <br />the current 2,216 psi) and will also weigh approximately 50 percent less than the current type <br />used. The new SCBA's are 2003 models and both NFPA and OSHA compliant. Total cost for <br />the purchase of the air packs, bottles, masks and misc. hardware is $80,959.50. The supplier <br />(Metro Fire, Ham Lake, MN) received the Minnesota State Purchasing Consortium contract, <br />which satisfies Ramsey's obligation to the State bidding law. Part of the FEMA grant requires <br />the City to match the grant amount by 10 percent. This amount will be taken from the <br />Equipment Replacement Fund that the current SCBA's contribute to. It was also noted that when <br />the new SCBA's are put in service the current inventory could be declared excess and sold to <br />another fire department. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Kurak, to recommend that the <br />City Council award the contract to Metro Fire to provide MSA SCBA's to the Ramsey Fire <br />Department in the amount of $80,959.50. <br /> <br />Further discussion: Councilmember Pearson questioned the value of the used SCBA's. Director <br />of Public Works/Fire Chief Kapler explained that there have been two fire departments that have <br />expressed interest in the used SCBA's. Once the new equipment is put into service, staff will <br />request that the Council declare the used equipment surplus. Councilmember Cook inquired if <br />there were any liability concerns with selling the used equipment to another fire department. <br />Director of Public Works/Fire Chief Kapler replied that staff would work with the City Attorney <br />to make sure there were not liability issues. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Kurak, Elvig, Pearson, <br />Stromlnen, and Zimmerman.
