Case#3: Consider Proposal from BKV Group for Police Department Needs <br /> Assessment <br /> <br />Assistant City Administrator Nelson stated that in mid-January, staff met with representatives of <br />BKV Group and E & V Construction Managers to revisit the status of the space needs <br />assessment and planning process for the construction of a new City Hall. Staff reviewed the <br />Needs Assessment Study that was previously prepared for City Hall in 1999, and reviewed with <br />the representatives current staff projections based upon development projections for the next 15 <br />years that had been prepared as a part of the fiscal impact study for Ramsey Town Center. The <br />space needs projections that were made in 1999 appear to be in-line with the current projections <br />for development and related staffprojections. The 1999 Needs Assessment Study did not include <br />planning for the construction of Police facilities within a new City Hall complex. Staff <br />recommended including plans for Police facilities within a new City hall complex for a number <br />of reasons. Of most significant is the coordination of services. As the City envisions a new civic <br />campus with the Ramsey Town Center development, leaving the existing Police facility at its <br />current location would create a significant physical and organizational distance between the City <br />Hall and Police Department operations. The current and future working relationship between the <br />Police Department and other Departments at City Hall is one of cooperation. This physical <br />distance that would be created by leaving the Police Department on this site would certainly <br />hinder that relationship and provide for the necessary duplication of services that could be shared <br />within a single facility. Also at issue is the future use of the existing City Hall site. The existing <br />City hall site is in an area sun'ounded by residential development and one small service oriented <br />business site. The future use and sale of this site would certainly be limited if the Police facility <br />were to remain. The Police Department leadership is supportive of this coordination of facilities <br />and services. Staff received direction during a Finance Committee discussion of the five-year <br />Capital Improvement Program that the City Hall project should proceed with the planning <br />process for a new facility in the Town Center site. Given those discussions, staff received a <br />proposal from BKV Group for the purposes of completing a Space Needs Assessment for the <br />Police Department. <br /> <br />Councilmember Kurak inquired if they were to complete the study in 2003, and the project is <br />completed for five to six years would the study still be valid. <br /> <br />Assistant City Administrator Nelson replied that the study might need some minor updates, but it <br />shouldn't require a new study. <br /> <br />Councilmember Strommen stated that as they talk about a civic area they need to look at the big <br />picture rather than pieces so that they can see how it all fits together. <br /> <br />Assistant City Administrator Nelson replied that staff would be doing that in the near futm'e. <br /> <br />Councilmember Cook inquired if staff had some involvement with Town Center LLC on <br />selecting a possible location for the City Hall/Police Department facility. <br /> <br />Finance Committee/February 11, 2003 <br /> Page 3 of 5 <br /> <br /> <br />
