REQUEST FOR PROPOSALS <br />Engineering Services related to infrastructure improvements for the construction of <br />Center Street between Sunwood Drive and East Ramsey Boulevard, <br />and miscellaneous appurtenances <br />City of Ramsey, Minnesota <br />Issued: May 23, 2014 <br />PROJECT BACKGROUND <br />The City of Ramsey is requesting proposals to select a qualified engineering consultant from our pool of qualified <br />consultants to complete the final design, including design coordination with small utilities, to obtain all required <br />permits, prepare final cost estimates and construction documents, manage the bid letting process, provide a letter <br />of recommendation for award of contract, and perform construction staking for the new construction of Center <br />Street between Sunwood Drive and Ramsey Boulevard and associated appurtenant improvements. The <br />consultant will be expected to perform all services required by the City in a professional and timely manner. <br />The City has ordered a Geotechnical Evaluation Report for this project, which will be provided to the selected <br />consultant to assist in final design. City staff will collect and provide all required field topography data to the <br />selected consultant as needed to complete final design. City staff will also perform all construction inspections, <br />and will be primarily responsible for the construction administration/management duties (scheduling, <br />correspondence, progress meetings, agendas, environmental review, small utility coordination, etc.) throughout <br />the project, with some assistance from the selected consultant. <br />The newly constructed segment of Center Street between Sunwood Drive and Ramsey Boulevard is proposed to <br />be approximately 800 feet in length and includes designated on -street parking stalls on both sides of the street. A <br />concrete sidewalk is proposed to be constructed on the east side of Center Street, and a regional bituminous trail <br />is proposed to be constructed on the west side. Segments of trunk utilities and utility services are also proposed <br />to be constructed with the project. <br />This project will convert the existing gravel drive between East Ramsey Parkway and Sunwood Drive to a paved <br />street section. The proposed street section from Sunwood Drive through the first block north (to the existing <br />pump -house) will be permanent construction with concrete curb and gutter, bituminous pavement and storm <br />sewer. The street section in the second block to the north (past the pump -house) will be bituminous curb, <br />bituminous pavement and storm sewer. Using a temporary street section past the pump -house will provide a <br />paved street while preserving future development opportunities for the adjacent parcels. <br />No right-of-way or easement acquisitions will be required for this project. All right-of-way and easements in the <br />project area are currently owned by either the City of Ramsey or the Housing and Redevelopment Authority of <br />and for the City of Ramsey. <br />The selected consultant must prepare final roadway and utility construction plans and specifications (cross <br />sections, stormwater management including calculations to ensure adequate ponding, preliminary and final <br />design layouts, alignments, profiles, SEQ, erosion control/SWPPP, details, staging and detour plans, signage and <br />pavement markings, etc.), bidding administration (advertisement for bids, bid forms, distribution of plans, issuance <br />of addendum, responding to contractor inquiries, bid tabs/abstracts, evaluation of bids and recommendation, etc.), <br />and construction staking services. The final set of construction documents must be submitted to all regulatory <br />and permitting agencies (City of Ramsey, LRRWMO, Met Council, MDH, MPCA, etc.) for review and approvals, <br />such that the dates referenced in the general project schedule at the end of this RFP are realized. <br />The City of Ramsey is approximately 29 square miles in area and has a population of approximately 23,500. The <br />proposed Center Street improvements will serve a portion of the 322 acre mixed use COR development (formerly <br />known as RAMSEY TOWN CENTER). The project is located just north of the Ramsey Municipal Center and the <br />Northstar Commuter Rail Station in the southwest quarter of the City. <br />East Ramsey Parkway has an estimated 2014 ADT of 1,200 vehicles per day in this location. Sunwood Drive is <br />designated as a local collector with a 2011 ADT of 4,500 vehicles per day in this location. Both streets primarily <br />carry local traffic into and out of the COR development area. <br />Page 1 <br />
