6.1 Approval of Plans - City Staff will prepare a resolution for the council to consider approving the plans and <br />specifications and ordering the advertisement for bids. The selected consultant may be required to be in <br />attendance at the City Council meeting and/or at the Council work session immediately before the Council <br />meeting. <br />6.2 Acceptance of Bids and Award of Contract - City staff will prepare a resolution for the council to consider <br />accepting the bids and awarding a contract to the lowest responsible bidder. The selected consultant may be <br />required to be in attendance at the City Council meeting and/or at the Council work session immediately before <br />the Council meeting. <br />GENERAL PROJECT SCHEDULE <br />May 23, 2014 — Request for Proposals for engineering services submitted to pooled consultants <br />June 4, 2014 — Engineering services proposals due (4:30 pm) <br />June 10, 2014 — Council authorization to enter into agreement with selected engineering consultant <br />June 12, 2014 — Project design kick-off meeting <br />July 22, 2014 — Council approval of plans and specifications and authorization to advertise for bids <br />July 25, August 1, August 8, 2014 — Project bid advertisements published <br />August 19, 2014 — Bid opening <br />August 26, 2014 — Council accepts bids and approves award of contract <br />September 8, 2014 — Construction starts <br />November 14, 2014 — Construction ends <br />PROPOSAL CONTENTS <br />1. A detailed work plan and proposed scope of services must be provided. This work plan should identify all major <br />tasks to be accomplished, and whether those tasks will be handled in-house or contracted out. <br />2. A detailed work schedule and list of deliverables must be provided. <br />3. Qualifications and experience of all personnel working on the project must be provided, along with the role each will <br />play and the number of hours each is expected to spend working on identified project tasks. <br />4. Related project experience of your firm and all project team members, including applicable references. <br />5. Proposed fees, including a schedule of rates and charges. The proposed fees should be reflective of the hours <br />worked by each member of the team consistent with this schedule. The proposal should be a time and material cost <br />in a not to exceed amount. <br />All responders are encouraged to visit the project site and to meet with City Staff prior to submitting a proposal. <br />PROPOSAL EVALUATION <br />All qualified proposals received by the deadline will be evaluated by City staff. The factors on which proposals will be judged <br />include: <br />• Firm experience and resources <br />• Staff experience and technical competence <br />• Project understanding, approach, work plan, and ability to meet the project schedule <br />• Proposed fees <br />Page 4 <br />
