Mr. Joe McDilda explained the commitment to the committee. <br /> <br />Parks/Supervisor Boos stated the objective of this committee is the tree ordinance including the <br />wetland matter. <br /> <br />Consensus of the Commission was to appoint Commissioner Rolfe as a liaison to the <br />Environmental Policy Task Force. <br /> <br />Consensus of the Commission was to select Thursday, January 23, 2003 for a Joint Meeting with <br />the Planning Commission. <br /> <br />Case #3: Receive Sketch Plan for the Village of Sunfish Lake <br /> <br />Parks/Utilities Supervisor Boos explained the purpose of this case is to provide preliminary Park <br />Dedication recommendations for the proposed 29-acre site south of Sunwood Drive, east of <br />Sunfish Lake. This project includes a proposed development of 91 single-family lots and 38 <br />association-maintained cottages. <br /> <br />The 129 housing units would be platted as a Planned Unit Development (PUD) due to proposals <br />for reduced lot sizes and street right of ways. The requirements for a PUD are for a minimum of <br />20% public open space [or 50% of the area if private open space - for this proposed subdivision, <br />5.8 acres or 14.54 acres respectfully]. <br /> <br />The City's Park and Trail Plan does not identify a need for parkland within the plat. The sketch <br />plan proposes preserving open space, which as stated, is a requirement of a PUD. Staff <br />understands that the subdivision's Town Home Association would maintain these areas. It is not <br />clear to what degree there would be actual public dedication of these areas, however the <br />Developer has agreed to dedicate an easement for the public to use any trails within the plat. <br /> <br />Parks/Utilities Supervisor Boos reminded the Commission that City owned land at the southwest <br />side of Sunfish Lake is close to the proposed Village of Sunfish Lake and should be considered <br />for development at the same time as the plat. [The past years CIP has referred to the site as <br />"Shoreside Park"]. Staff would recommend establishing a project account and directing the <br />anticipated $293,475 in Park and Trail proceeds to construction of a trail from Fox Knoll to <br />Sunwood Drive, and south to 143ra Lane. Trail construction would cost approximately $80,000, <br />leaving the balance to initiate construction within the park itself. <br /> <br />Cash Park Dedication at a 2003 rate would be $232,200 and the Trail fee would be $61,275. <br /> <br />Parks/Utilities Supervisor Boos introduced Mr. Paul Kangus to make a presentation. <br /> <br />Mr. Kangus, LTR Development, Todd Allen Homes, stated he was at the meeting to talk about <br />the landscaping and park development of the land. He stated the developers have provided a <br />good area for open space which will separate this development from others. He stated they will <br />try to save vegetation but some tree loss will happen.
