Board Member Pearson inquired if it was possible to leave the decision up to the business <br />owners if they would like to keep the existing lock boxes with a new lock or purchase an entirely <br />new lock box. <br /> <br />Fire Chief Kapler explained that, per the state fire code, the City can require that all businesses <br />have a lock box. But, because of the financial strain of having to purchase new lock boxes, staff <br />would suggest that they limit the lock box requirement to certain businesses, such as the ones <br />that are sprinklered, or aren't real hazardous. His feeling is that there are some where the Fire <br />Department has to have quick entry. <br /> <br />Chairperson Anderson stated that the City should be able to have access to any building that has <br />an alarm to avoid damage to the property. <br /> <br />Board Member Ward inquired if the City could assess the business a portion of the cost. <br /> <br />Fire Chief Kapler replied that at one time the City did charge the businesses the full cost of the <br />lock box. He noted that since the incident has occurred staff has gone to every business in town <br />and given the keys back because security has been compromised. He felt that it would be a good <br />option to charge the business owner the cost of replacing the lock boxes due to the financial <br />constraints. <br /> <br />Chairperson Anderson suggested that two options be given to the business owners: keep the <br />existing lock box with a new lock or purchase an entirely new lock box. <br /> <br />Fire Chief Kapler stated that they can replace the locks on the existing lock boxes but they <br />cannot guarantee that there not other people that share that same key. <br /> <br />Police Chief Way inquired as to what it would cost for a new lock. <br /> <br />Fire Chief Kapler replied that he did not have that information. <br /> <br />Chairperson Anderson stated that most criminals are not going to take the time to break into a <br />lock box to access a building because they will still trigger the alarm. <br /> <br />Fire Chief Kapler stated that staff could try to give the business owners a level of comfort with <br />the changed lock and if they are not comfortable with that the City could purchase a limited <br />supply ora different type of lock box to make available. <br /> <br />Chairperson Anderson asked how many lock boxes have been distributed to businesses. <br /> <br />Fire Chief Kapler replied that there are currently 120 lock boxes at local businesses, but the City <br />purchased enough for all of the businesses in the City. <br /> <br />Mayor Gamec suggested the possibility of selling the lock boxes to another City <br /> <br />Chairperson Anderson stated that the fact is that it is not a secure key.
