Mayor Gamec suggested that in the future the lock box be given to the property owner open and
without a lock and then once it is installed, staff could go on the site and lock it.

Board Member Paplham stated that as new businesses come in to the City offer the one type of
lock box for free or the other for $150.

Mayor Gamec stated that he would definitely recommend purchasing new locks for the existing
lock boxes and that that cost should be incurred by the City not the business.

Chairperson Anderson noted that the City could go after the person for the cost civilly.

Case #4: Station #3 Land Acquisition Discussion

Fire Chief Kapler explained that in the City's CIP for the year 2003, $50,000 has been slotted for
property acquisition for Fire Station #3. He identified some possible locations for the station and
explained that if development does occur along C.R. #5 and #63 in the future, he would
recommend that any development agreement include a certain amount of land dedication for a
futm'e fire station.

Chairperson Anderson inquired if there has been any discussion about the Ramsey Fire
Department providing coverage for Bums Township.

Fire Chief Kapler explained that the City did make a proposal to Bums last year, but Bums felt
that with the discussions of creating their own fire station, they should remain status quo.

Chairperson Anderson inquired as to how much land would be needed.

Fire Chief Kapler replied that for a satellite station he would guess that two acres would be
adequate.

Board Member Pearson stated that land is not getting cheaper and if it is available now, he would
act on it.

Consensus of the Public Safety Board was that the City should pursue land for a future Fire
Station #3 in 2003, in accordance with the City's CIP.

Case #5: List of Services Discussion and Adoption

Fire Chief Kapler presented a list of services that Ramsey Firefighters will provide within the
City for the Board's review.

Chairperson Anderson inquired if the City currently has an Emergency Management Supervisor.

Fire Chief Kapler replied that former Police Chief Gustafson had that position, but he (Kapler)
will be in that position shortly.

Public Safety Board/January 16, 2003
