Police Chief Way inquired if fire prevention, education, inspection, and investigation be included
on the list of services provided.

Consensus of the Board was that those issues should be added.

Board Member Paplham inquired if anything should be included regarding the Burlington
Northern railroad.

Chairperson Anderson suggested that mass casualty might be another issue to add. He also
recommended that with the high/low rescue, instead of saying "not provided", indicate how it
will be provided.

Board Member Wald stated that she wants to make sure the school is covered in a terrorist issue.

Chairperson Anderson stated that active gun would be Police responding. If it is a bomb
situation, the Fire Department would be involved. He recommended adding emergency
response, planning and exercise.

Motion by Board Member Gamec, seconded by Board Member Pearson, to recommend that the
City Council adopt the list of services as amended by the Board.

Motion carried. Voting Yes: Chairperson Anderson, Board Members Pearson, Gamec,
Lewandowski, Paplham, and Ward. Voting No: None.

Case #6: Permit Burning Process

Fire Chief Kapler stated that he wanted to make sure that the Board is still comfortable with
using noon for weekends rather than 6:00 p.m. to begin recreational fires.

Board Member Wald stated that she has concerns about backyard fires because people are not
adhering to the 50-foot setback requirement.

Board Member Pearson inquired if the 12:00 p.m. time would be in affect for holidays.

Fire Chief Kapler replied that he would not have a problem with that.

Chairperson Anderson noted that it should be termed federal holidays.

Case #7: Station Numbering/Identification Discussion

Fire Chief Kapler explained that the City Administrator had requested the issue of station
numbering be discussed. It has been suggested that it would make more sense to call the fire
station along Armstrong Boulevard, Station #1, since it is now the primary station.

Consensus of the Board was to change the station along Armstrong Boulevard to Fire Station #1.

Public Safety Board/January 16, 2003
