CASE #
REQUEST FOR COMPREHENSIVE PLAN AMENDMENT
SOUTH OF HIGHWAY 10
CASE OF CITY OF RAMSEY
By: Patrick Trudgeon, AICP, Assistant Community Development Director
Background:
The 2001 Comprehensive Plan shows the property south of Highway 10, west of the wayside rest
area as Low Density Residential. Staff brought forward an amendment this past spring to change
the property's zoning from business to residential to conform to the approved Comprehensive
Plan. Property owners of the affected parcels raised concerns regarding having the land
designation changed solely to residential. After several City Council work sessions and
discussions with the Planning Commission, City Staff is bringing forth a Comprehensive Plan
Amendment to change the land use from Low Density Residential to Mixed Use, which would
allow for a mixture of residential and commercial uses.
The following items are enclosed for your information:
a) Site Location Map
b) Exhibit showing properties subject to Comprehensive Plan Amendment
c) Planning Commission Meeting Minutes dated August 7, 2003
d) City Council Minutes dated August 26, 2003
e) City Council Work Session Minutes dated October 7, 2003
f) Draft Planning Commission Meeting Minutes dated November 6, 2003
g) Adopted MU -PUD Zoning District
h) Proposed Resolution approving the request and authorizing submittal to Metropolitan
Council
Notification:
State law requires that the City notify property owners within 350 feet be notified. Staff
attempted to notify property owners within 700 feet of the subject property.
Observations:
At the May 1st, 2003 Planning Commission meeting, City Staff brought forward the rezoning of
properties along Hwy. 10 to comply with the Comprehensive Plan. During the Public Hearing,
the property owners brought forward their concerns regarding changing their property to R-1
Residential zoning, suggesting that business was a better use of the Highway 10 property. The
Planning Commission tabled action on the rezoning and directed staff to forward the matter to
the City Council for its consideration.
