The City Council reviewed the matter at their June 10, 2003 work session. After discussing <br />possible appropriate uses for the property, the City Council directed staff to draft a <br />comprehensive plan amendment to change the northern third of the properties to Places to Shop <br />and the southern portion to Low Density Residential. The Council indicated that residential uses <br />were most appropriate directly on the Mississippi River, while commercial uses were more <br />appropriate directly on Highway 10. The parcels are large enough to accommodate both types of <br />development in the area. <br />At the public hearing held on August 7, 2003, the Planning Commission heard different opinions <br />from the property owners on what the land should be designated. One property owner, who has a <br />residence on one of the parcels in question, would like to have the area remain designated as <br />residential. Another property owner indicated that it should remain commercial, but seemed to <br />find the commercial residential split acceptable. A real estate broker representing a property <br />owner requested that the whole area be designated commercial. <br />After the public hearing and further discussion, the Planning Commission decided to recommend <br />that the Comprehensive Plan be amended to have the upper third of the properties to be <br />designated as Places to Shop (Commercial) with the remaining two-thirds of the properties <br />remain as Low Density Residential. <br />On August 26, 2003, the City Council tabled consideration on the Comprehensive Plan <br />Amendment request to a City Council work session in order to consider designating the land as <br />Mixed Use. The City Council met on October 7, 2003 in work session to discuss the possibility <br />of designating the parcels under discussion to Mixed Use. Consensus from the discussion was <br />that the Staff should bring forward a Comprehensive Plan Amendment to designate the land as <br />Mixed Use. <br />The mixed-use designation would allow for a mixture of residential and commercial uses on the <br />property. The property would be zoned MU -PUD which allows for both commercial and <br />residential activities. The MU -PUD District requires a minimum of 70% of the area be used for <br />residential uses. Staff has attached a copy of the recently adopted MU -PUD zoning district. All <br />development in this zoning district needs to be processed as Planned Unit Developments. <br />Recommendation: <br />Staff and the Planning Commission recommends approval of the Comprehensive Plan <br />Amendment to change the subject properties from Low Density Residential to Mixed Use <br />City Council Action: <br />Motion to adopt a resolution approving the change from Low Density Residential to Mixed Use <br />for properties located on Highway 10. <br />
