She stated Staff has had discussions on the issue with the DNR and Anoka <br />County Soil and Water District, and the permit request, has been reviewed and approved by both <br />boards. She indicated it has been determined a local permit is not necessary. <br />Adjournment <br />Motion by Commissioner Brauer, seconded by Commissioner.Jeffrey to close the public hearing <br />at 7:28 p.m. <br />Motion carried. Vice Chairperson Johnson <br />abstained. <br />Vice Chairperson Johnson noted he has a contractor ready to o, indicating the river is within 45 <br />feet of his foundation. <br />Case #6 <br />Request for a Comprehensive Plan Amendment South of Highway 10; Case <br />of City of Ramsey <br />Public Hearing <br />Vice Chairperson Johnson opened the public bearing at 7:30 p.m. <br />Presentation <br />Community Development Director Frolik advised the 2001 Comprehensive Plan shows the <br />property south of Highway 10, west of the wayside rest area as Low Density Residential. During <br />the Public Hearing to implement the Comprehensive Plan changes, the property owners brought <br />forward *their concerns'r=.egarding changing their property to R-1 Residential zoning, suggesting <br />that business was a better use of the Highway 10 property than residential. The Planning <br />Commission tabled action on the rezoning and directed staff to forward the matter to the City <br />Council for its consideration. <br />CommunityDevelopment Director Frolik explained the City Council reviewed the matter at their <br />June 10,;2003 work session. After discussing possible appropriate uses for the property, the City <br />Council 'directed staff to draft a comprehensive plan amendment to change the northern third of <br />the properties to Places to Shop and the southern portion to Low Density Residential. She <br />indicated another public hearing was held on August 7, 2003, after which the Planning <br />Commission decided to recommend that the Comprehensive Plan be amended to have the upper <br />Planning Commission/November 6, 2003 <br />Page 8 of 17 <br />
