Motion by Commissioner Van Scoy, seconded by Commissioner Jeffrey, to recommend that City <br />Council adopt a resolution approving the change the Comprehensive Plan from Low Density <br />Residential to Mixed Use. <br />Motion carried. Voting Yes: Vice Chairperson Johnson, Commissioners Van Scoy, Jeffrey, <br />Brauer and Watson. Voting No: None. Absent: Chairperson Nixt and -Commissioner Shepherd. <br />Case #7 <br />Request for Sketch Plan Approval of LeTendre Addition; Case of Robert <br />LeTendre <br />Community Development Director Frolik advised that Rot ert Letendre and Theresa Weibe are <br />requesting sketch plan approval to re -plat two existin^gomesteads into a total of three lots. She <br />noted the property is located at 17120 Tiger Street NAV. She stated,Mr. Letendre owns a 17 acre <br />parcel, where his single family home is located, and.: his daughter's home is located on the <br />adjacent 2.5 acre parcel to the south. Mr. Letendre is proposing to re -plat the two homesteads to <br />create a new 3 acre parcel for development. She advised the resulting lot sizes are 2.5 acres, 3 <br />acres, and 14.2 acres. She further advised the subject property has a total of 579 feet of frontage <br />on Tiger Street; which results in a 21 foot deficiency in the 600 feet of frontage that would be <br />required for three lots. <br />Community Development Director ,Frolik'stated the Board of Adjustment granted a variance to <br />create a new buildable lot with less than the °200F feet of frontage per lot on Tiger Street <br />contingent upon the Applicants including Lot 3, Bloch 1., Tranby Terrace 2'd Addition in the re - <br />plat. The purpose for the contingency -was to provide Mr. Letendre opportunity to reconfigure lot <br />lines in order that he could gain control of the future right-of-way alignment that would be <br />necessary for the future extension of 171''Avenue NW to the west side of Tiger Street. She <br />advised there "s'a wetland near the homestead on Lot 2 that has been delineated and is proposed <br />to be encumbered with ka drainage and utility easement. The sketch plan also identifies the <br />location of existing structures and the fact thatthey ey comply with property line setbacks, with one <br />exception. She noted there is a small storage shed on Lot 3 that is about 1.6 feet from the <br />property line. The developments agreement should require relocating this shed to meet the 10 <br />foot side yard setback. <br />Community Development Director Frolik indicated the applicants have provided the City with a <br />concept plan to shoe that the minor subdivision does not obstruct orderly re -subdivision of the <br />property in the event City sewer and water become available in the future. She noted City Staff <br />recommends approval of;the sketch plan. <br />Vice Chairperson Johnson asked if the applicant has reviewed the Staff Review Letter and <br />indicated they have no concerns with the Staff Review Letter. <br />Motion by Commissioner Brauer, seconded by Commissioner Van Scoy to approve the sketch <br />plan of Letendre Addition contingent upon compliance with City Staff Review Letter dated <br />October 31, 2003. <br />Motion carried. Voting Yes: Vice Chairperson Johnson, Commissioners Brauer, Van Scoy, <br />Jeffrey, and Watson. Voting No: None.
