:it clear that the current platted Riverdale Drive intersection cannot be changed until the <br />appropriate government agency is able to take control of ~the property and at this point, the <br />County is unable to determine when that will occur. Since Riverdale Drive is a designated MSA <br />road, the Council inquired whether Riverdale Drive could be constructed to temporary standards <br />until the realignment of Riverdale Drive occurred. MnDot would require Riverdale Drive to be <br />constructed to MSA standards, however, there are measures the City could take to reduce road <br />construction cost. The City Council also questioned if the placement of the 12-inch waterline <br />would be affected if Riverdale Drive were to be relocated. Staff and the developer have <br />discussed this issue and determined that the '12-inch waterline could be placed so that it would <br />not need to be relocated even if Riverdale Drive is required to be realigned in the future. The <br />City Council tabled action on the propOsed preliminary plat for Rivenwick 3rd Addition at the <br />November 12, 2002 meeting. The realigmnent of Riverdale Drive will only be required when the <br />land to the south of the project area is developed and accessed as a Regional Park and when <br />development occurs west of the subject property. The City is aware that MnDot anticipates <br />upgrading the signalization at the intersection of Highway #10 and Ramsey Boulevard in the year <br />2004. The City participation would be $5,000 if the City constructs the intersection of Highway <br />#10 and Ramsey Boulevard as a four-legged intersection prior to MnDot beginning their <br />resignalization project. The City Council had previously discussed whether or not the City <br />should require an escrow from the developer for the cost to realign Riverdale Drive in the future. <br />Since the realignment of Riverdale Drive would be required only if and when future development <br />occurs to the south and west, it seems more reasonable to require the developer to incur the cost <br />of improvements required as a result of their project, namely upgrading the signalizatiOn at <br />Highway # 10 and Ramsey Boulevard. Staff is also recommending that the City Council approve <br />the preliminary plat with the alignment of Riverdale Drive as proposed. <br /> <br />Councilmember Kurak inquired if the right-of-way line and the location of the fence along <br />Ramsey Boulevard will be a problem: <br /> <br />City Engineer Jankowski replied that that is the information he requested the developer provide. <br />The preliminary plat did not show how C.R. #56 aligns with this. Staff did review the issue and <br />there is some room, but the developer has been requested to get the ultimate tight of way at the <br />time of preliminary plat and they estimate that it would be 100 to 150 feet. <br /> <br />Councilmember Kurak inquired if they would be taking the extra footage from the property the <br />developer owns and how does that affect the road. <br /> <br />City Engineer Jankowski stated that they are requesting that the developer dedicate as much land <br />as possible to assure that the road aligns. <br /> <br />Councilmember Kurak inquired as to what measures the City could take to reduce the cost of <br />constructing the road. <br /> <br />City Council/january 14, 2003 <br /> Page 10 of 27 <br /> <br /> <br />
