Further discussion: Councilmember Strommen stated that a medium densitY'of 4 units to 12 <br />units is quite a large range and she would like to tighten that range in the future. Principal <br />Planner Trudgeon replied that that is something that can be addressed in the zoning districts as <br />they continue. · <br /> <br />.Motion carried. Abstained: Councilmember Kurak. <br /> <br />4) <br /> <br />Memorandum of Understanding : <br />Principal Planner Trudgeon stated that staff has been preparing a draft of a Memorandum <br />of Understanding (a pre-development development agreement) that would be signed by <br />both the City of Ramsey and Ramsey Town Center LLC. staff does not have a draft <br />prepared yet, but expects to have one lshortly. Staff will forward the draft to the City <br />Council for their review and approval. It is expected that the Memorandum of <br />Understanding will include expectations of the developer and the City, will outline items <br />to be negotiated, and potentially require a financial surety provided.by the developer. <br /> <br />5) <br /> <br />6) <br /> <br />City Council Joint Meetings <br />Principal Planner Trudgeon stated that staff was recommending that the City Council <br />hold a couple of joint meetings in February 2003 to discuss Town Center matters. One <br />should be a joint meeting with the Town Center Task Force. The.purpose of this meeting <br />would be to review the information gathered by the Task Force in more detail and discuss <br />the role of the Task Force as the Town Center begins development. A second joint <br />meeting should be held between the City Council and the developer, Ramsey Town <br />Center, LLC. At this meeting, the City Council could raise issues and have questions <br />answered by the developer, as well as, receive an update from Ramsey ToWn Center LLC <br />on their design of the Town Center. <br /> <br />Consensus of the City Council was to schedule joint meetings with the Town Center Task <br />Force and Ramsey Town Center LLC on February 4th and February 18th. <br /> <br />Town Center Alternative Urbanwide Area Review (AUAR) Environmental Review <br />Principal Planner Trudgeon stated that the Town Center is of such a scale that a <br />tremendous amount of environmental review will need to be completed before any <br />construction can begin. Ramsey ToWn Center LLChas contracted with EOR Inc. to start <br />providing information needed for the environmental review. The developer has requested <br />that the City initiate environmental review at the January 14, 2003 City Council meeting. <br />As part of the initiation of the AUAR, a concept plan needs to be submitted. As the City <br />Council may know, this plan is only used as a baseline for the environmental analysis.
