Principal Planner Trudgeon explained that a clinic or professional building Would be <br />permitted with the Town Center, but not a hospita1 as it is currently written. <br /> <br />Ms. Hunter emphasized that this is why she felt it was very important to hold a work <br />session to discuss the details at length. <br /> <br />Councilmember Elvig stated that he thought the work sessions wOuld be very beneficial. <br /> <br />Councilmember Strommen recommended that the Town Center Task Force meet with' the <br />Environmental Policy Task Force to discUgs some of the landscaping aspects, <br /> <br />3) <br /> <br />City of Ramsey Town Center Concept Plan ("bubble plan") <br />Principal Planner Trudgeon stated that the Task Force has been working on creating a <br />concept plan that will show in very general terms where certain types of development <br />should be located within the Town Center site. The Task Force believes that the City of <br />Ramsey should have something of record that can guide the develoPer of the Town <br />Center on how the City envisions the Town Center site to be developed. The document is <br />not a precise or specific plan on how the Town Center should developed, but is intended <br />to be a flexible document that can be deviated fi:om if desired by the City. The Task <br />Force reviewed the draft of the concept plan at their January 9, 2003 meeting. Staff <br />requested direction fi:om the City Council regarding the concept plan. <br /> <br />Councilmember Elvig stated that one of the notions that came out early on is that the <br />water flowage through the Town Center would potentially run to the northwest, possibly <br />up to Lake Itasca, which could become a walkway. <br /> <br />Councilmember Kurak replied that that is the natural drainage PatteTM for Lake Itasca to <br />drain onto Section 28. <br /> <br />Councilmember Cook inquired if the plan was meant to be a "loose" guideline for the <br />area. <br /> <br />Principal Planner Trudgeon replied yes. <br /> <br />Councilmember Kurak inquired as to how the "bubble plan" Compared to the <br />Comprehensive Plan. <br /> <br />Principal Planner Trudgeon explained that the "bubble plan'' is similar to what is in the <br />City's Comprehensive Plan. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt the "bubble <br />.plan" as a guide for further Town Center planning with the intent being that the document is <br />flexible. <br /> <br /> City Council/January 14, 2003 <br /> Page 19 of 27 <br /> <br /> <br />
