This report is intended to <br />give the City Council an update on the Town Center Task Force's work during the past year. <br /> <br />Alena Hunter, Chairperson of the Town Center Task Force, 14682 Helium Street NW, Ramsey, <br />stated that she was excited to work with the new Council. She eXplained that the TOwn Center <br />Task Force has been reviewing an enormous amount of docUments and they have done a lot of <br />good in depth research. She strongly recommended that there be a couple of joint meetings with <br />the Town Center Task Force and the City Council. <br /> <br />1) <br /> <br />Report Card/Status Report <br /> <br />Principal Planner Trudgeon stated that the Town Center Task Force has created a "report <br />card" describing the status of tasks being undertaken. It is planned for this format to be <br />used in the future to give the City Council a quick update on the progress of the Town <br />Center. As can be seen from the "report card", most of the research that the Town Center <br />Task Force undertook has been completed. The Task Force is still working with <br />Hoisington, Koegler Group Inc. (HKGi) on the Fiscal ImpaCt study. As the City Council <br />knows, the Calthorpe Process is complete and we expect to receive their final report in <br />the next few weeks. The Task Force is still working on a City-directed general concept <br />plan for the Town Center area as well as Town Center Zoning DiStricts and Design <br />Standards. The Task Force is also working on compiling a year-end report that will <br />summarize the findings of the Task Force and provide copies of the reports used as part <br />of the Task Force's research. <br /> <br />2) <br /> <br />Town center Zoning Districts/Design Standards <br />Principal Planner Trudgeon presented the latest draft of the zoning and design regulations <br />governing the Town Center (dated January 2, 2003) for Council information. The Town <br />Center zoning and design regulations are not finished at this point,' but the Task Force <br />wanted to keep the City Council informed on where the ordinances are in the process. <br />Staff and the Task Force will be meeting with the representatives of the Ramsey Town <br />Center LLC to review the documents with them and listen to their suggestions regarding <br />the draft. Once they are able to do this, staff would propose that the City Council, <br />Planning Commission, and the Town Center Task Force hold a joint meeting to review <br />the Town Center Zoning Districts and Design Standards in greater detail. <br /> <br />Councilmember Kurak stated that she would prefer to see more "C's" across the board. <br />She noted that as currently drafted the only area a hospital wOuld be permitted would be <br />on the other side of Armstrong Boulevard. She would prefer that there be a conditional <br />use permit process that could possibly permi~t certain uses in different areas. <br /> <br />Councilmember Cook stated that it might be important to have medical facilities inside <br />the Town Center, especially if there is going to be senior housing. <br /> <br />City Co.uncil/January 14, 2003 <br /> Page 18 of 27 <br /> <br /> <br />
