The Council's recommendations were <br />included in the organizational resolution considered by the coUncil in Case #1. <br /> <br />2) <br /> <br />Board and Commission Appointment Process . <br />City Administrator Norman stated that in 1996, the CitY Council adopted a policy for <br />appointing members to the City boards and commissions. The policY was reviSed in late <br />2001, and the Council discussed in a work sesSiOn making further changes to the <br />appointing process that once again establishes the Personnel Committee as part of the <br />"evaluation panel"; the new evaluation panel language would include a weighted ballot to <br />the Commission representation as to equal 'votes of the Personnel Committee <br />representation. Additionally, it was noted that at times the evaluation panel will not have <br />both the Chair and Vice-Chair of the Board or Commission and language was <br />recommended that a Chair designee be allowed to serve, as part of the evaluation panel. <br /> <br />Councilmember Zimmerman inquired if the Personnel Committee wOuld give a <br />recommendation to the City Council. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Zimmerman inquired as to Why the Commission members would receive <br />1-½ votes. <br /> <br />Councilmember Kurak explained that that was done to assUre that their input would <br />count. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember cOok, to approve the changes to <br />the Policy for Appointing Members of City Boards and CommiSsions by making changes to the <br />evaluation process portion of the policy. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, ElVig, Pearson, <br />Strommen and Zimmerman. Voting No: None. <br /> <br />3) <br /> <br />Board & Commission Policies (Chapter 2) <br /> <br />City Administrator Norman stated that three separate items were discussed under Board <br />and Commission Policies, which were related to Chapter 2 of the City Code and included <br />Term Limits, Economic Development Commission, and Board & Commission Removal <br />for Cause. No changes were recommended on the term limit policy, however, changes <br />were recommended for elimination of Economic Development Commission language and <br />language changes for removal of Board or Commission members. <br /> <br />Councilmember Kurak inquired if the issue coUld be added to the next Personnel <br />Committee meeting for further discussion. <br /> <br />City Council/January 14, 2003 <br /> Page 22 of 27 <br /> <br /> <br />
