Mayor Gamec recommended that they introduce the ordinance and then review for any <br />changes prior to adoption. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Cook, to introduce an ordinance <br />amending Chapter 2 of the City Code "Council, Boards, and Commissions" as discussed and <br />drafted by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Cook, Elvig, Pearson, <br />Strommen and Zimmerman. Voting No: None. <br /> <br />4) <br /> <br />Council Work Sessions and Committee Meetings <br />City Administrator Norman stated that during the City Council meeting of November 14, <br />2000, the City Council directed staff that work sessions shall be cablecast. At the <br />subsequent Council meeting of November 2000, the Committees were included as <br />direction to staff to 'have cablecast. During the Council work session of December 1.7, <br />2002, the Council gave direction to rescind the Council action of November 14, 2000, <br />and develop a Council work session cablecast update program implementation in 2003. <br /> <br />Councilmember Zimmerman questioned the reason for disallowing the televising of work <br />sessions. <br /> <br />Mayor Gamec stated that it is often easier to discuss certain issues when it is not on <br />television and often times people can't identify the difference between Council work <br />sessions and Council meetings. <br /> <br />City Administrator Norman noted that all meetings are open to the public. <br /> <br />Councilmember Kurak stated that 'she thinks that the work sessions should be on <br />television because not everyone can make it to a meeting. She noted that with the new <br />cable system the meetings will be identified on the as to what is being broadcast. She felt <br />that they would be taking a step backwards by taking the work session off television. <br /> <br />Councilmember Cook stated that he really didn't care either way, but he does feel that <br />when the camera is on there is posturing, which he does not think they need in the work <br />sessions. <br /> <br />Councilmember Elvig inquired if there are other work sessions in the State of Minnesota <br />that are televised. <br /> <br />City Administrator Norman replied that typically work sessions are not televised. <br /> <br />Councilmember Elvig inquired if there was a cost to the City for televising the meetings. <br /> <br />City Council/JanUary 14, 2003 <br /> Page 23 of 27 <br /> <br /> <br />
