Parks/Utilities Supervisor Boos stated that he would agree that trails and sidewalks do duplicate
some of the transportation elements, but the trails do allow people to access the open spaces
within the development.

Mayor Gamec replied that in this instance there is very little open space.

Councilmember Pearson stated that if he was a resident living in the new development he would
not be happy with a trail on one side and a sidewalk on the other side. He would agree that a trail
is probably a little bit nicer to walk on, but he did not think that they needed both. He stated that
he would be opposed to the trail in the area where there is already a sidewalk.

Consensus of the Council was to eliminate the trail to the east.

Principal Planner Trudgeon discussed tree preservation briefly noting that staff will be taking a
closer look at the tree preservation issue.

Mayor Gamec stated that they need to look at what they are saving because there are a lot of
"junk" trees on the property.

Councilmember Strommen expressed concern that they might be losing the good oaks and
keeping some of the undesirable things. She would like to see them focus' on preserving the
more valuable trees.

Councilmember Cook agreed that some of the areas that have been identified for saving trees
have a lot of brush trees and the entire east side is filled with mature pines beyond their' life
expectancy.

Councilmember Strommen stated that she would like to see the new list of undesirable and
desirable trees incorporated as part of the landscaping plan.

Parks/Utilities Supervisor Boos noted that staff had not addressed the landscaping plan at all.

Principal Planner Trudgeon stated that staff wants to focus on saving the quality trees, not
necessarily the quantity of trees.

Councilmember Strommen noted that one of the other things the Environmental Policy Task
Force is looking at is a percent canopy cover, not necessarily a number of trees.

Principal Planner Trudgeon inquired if the Council felt that the connection to Tungsten Street
should occur.

Consensus of the Council was that there should be connection to Tungsten Street.

City Council/January 21, 2003
