Councilmember Elvig inquired where the funds would come from to purchase the property. City Administrator Norman replied that the source of funding is included in the City's CIP, which he did not have available at the meeting. Councilmember Elvig stated that the only concern he had is that the City is looking at potential shortfall in funds and he wants to make sure that the City can pay for the property from a fund other than the general fund. Fire Chief Kapler noted that it is possible that the City cOuld receive some land dedication as part of a future development. At this time, they would be exploring those options. City Administrator Norman stated at this time the Council would be authorizing the site selection process no the acquisition of property. 5) List of Services Discussion and Adoption The Public Safety Board recommended that the City Council adopt the current list of services provided by the Fire Department adding fire prevention, education, inspection and investigation, mass casualty, state how high/low rescue will be provided, emergency response, planning and exercise. 6) Permit Burning Process The Public Safety Board recommended that the City Council direct staff to draft an ordinance to amend City Code to change the hours for recreational fn'es to noon to 6:00 a.m. on weekends and federal holidays. 7) Station Numbering/Identification Discussion The Public Safety Board recommended that the City Council change the fire station on Armstrong Boulevard to Fire Station No. 1. 8) Department Structure Discussion No action was necessary since the issue was dealt with during the Personnel Committee. 9) Students Walking to School Police Chief Way reported that there have been no incidences relating to the added activity of more children walking to sChool. Chief Way commented that he would have preferred that the school zone speed limit be reduced all day rather than just the hours City Council/January 28, 2003 Page 10 of 16
