1) Consider Re-Organization of Police Department The Personnel Committee recommended that the City Council adopt Resolution #03-01,025 authorizing the reorganization of the Police Department, adopt Resolution #03-01-026 authorizing the title change for Tim Dwyer, First Sergeant to Captain, and adopt Resolution #03-01-027 authorizing promotion of Thomas Lueck to the position of Sergeant. 2) Health Insurance Contribution Contract Negotiations The Personnel Committee recommended that the City Council adopt Resolution #027A approving the 2003 City contribution toward the cost of Health Insurance Benefits for members of the LELS bargaining unit. 3) Appointment of a Commissioner to the Planning Commission The Personnel Committee recommended that City Council adopt Resolution #027B appointing Deborah Shepherd to the Planning Commission. 4) Consider Re-Appointments to Parks and Recreation Commission The Personnel Committee recommended that the City Council adopt Resolution #03-01- 027C re-appointing Jill E. Johns and Resolution #03-01-027D reappointing Tom Lamere to the Parks and Recreation Commission for the term of November 1, 2002 to October 31, 2006. Motion by Councilmember Pearson, seconded by Councilmember Elvig, to ratify the recommendation of the Personnel Committee. Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Elvig, Kurak, Strommen, and Zimmerman. Voting No: None. Absent: Councilmember Cook. Case #8: Report from the Finance Committee The Finance Committee met on January 28, 2003, and discussed the following cases: 1) Review and Adopt 2002 Amended General Fund Budget and $630,000 Budget Transfer to 2003 Adopted General Fund Budget The Finance Committee recommended that the City Council adopt Resolution #03-01-028 amending the 2002 General Fund Budget, and adopt Resolution #03-01-029 authorizing the transfer of $630,000 from the 2002 Adopted Budget to the 2003 Adopted Budget.
