Councilmember Zimmerman replied that this is such a large issue that they need to act as
a City Council as a whole.

Mayor Gamec agreed that all of the Councilmembers needed to be involved throughout
the process.

Ed Hamilton, 6615 Highway #10, Ramsey, stated that just today there was an article in
the paper about the former commissioner and administrator ofMnDOTand how they are
going to be investigated. He felt that the money was being spent prematurely.

Councilmember Zimmerman stated that they need consultants who know what the
highway department wants, because the City Staff and Council are not experts on those
issues. The City will not spend more money than they have to and he was in favor of
going ahead with the contract.

Motion by Councilmember Kurak, seconded by Councilmember Elvig, to authorize the City
Administrator to enter into a contractual arrangement with The Tinklenberg Group for
transportation consulting services.

Motion carded. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Elvig, Pearson,
Strommen, and Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT

1) Schedule Board of Review Meeting

The Board of Review meeting was scheduled for 6:00 p.m., Monday, April 21, 2003

2) Park and Ride

Mayor Gamec stated that MnDOT has frozen all funds for the park and ride facilities. Currently
the City has $38,000 in expenditures in consulting fees based on the $400,000 grant received. He
will be meeting with MnDOT in regards to the promises of money, which he hopes will be
reinstated. More information will be made available at the end of next week.

City Administrator Norman noted that the grant the City received was a federal grant not a grant
directly from MnDOT. The issue should be worked out this week.

3) · Joint Meeting with the Town Center Task Force

City Council/January 28, 2003
