Councilmember Cook
Mayor Gamec

Motion carded.

absent
aye

Case #3:

Amending the Boundaries of the Town Center Alternative Urban Areawide
Review (AUAR) Environmental Review

City Administrator Norman stated that on January 14, 2003, the City Council authorized the
initiation of the Town Center AUAR Environmental Review. As part of that approved
resolution, a map was attached that defined the boundaries of the study area. Since the last
meeting, it has been determined that the study area should be expanded to include the land
between Highway 10 and the railroad tracks between Ramsey Boulevard and Armstrong
Boulevard. The rationale in including this area is due to the fact the Town Center development
could impact a reconstructed Highway 10 corddor such as the location of interchanges at Ramsey
· Boulevard and Armstrong Boulevard. Obviously, it is unknown at this time what the final look
and alignment of Highway 10 will be in the future, but staff feels that it is prudent to take a look
at some potential Highway 10 configurations and determine the associated impacts the Town
Center would have on the corridor. Staff recommended approval of the resolution amending the
boundaries of the Town Center AUAR environmental review.

Councilmember Kurak noted that she would be abstaining from voting on this case.

Councilmember Strommen stated that it was her understanding that with the AUAR they can.
look at one scenario or several scenarios. She inquired if they would be looking at just one
scenario for the town center area and multiple for the Highway #10 area.

City Administrator Norman replied that that is what his assumption would be.

Councilmember Strommen inquired if the AUAR was an acceptable pro~ess with the EQB.

City Administrator Norman replied that he would make that assumption, since they are having
regular discussions with the EQB.

Councilmember Elvig inquired if the Highway #10 strip was being included in lieu of MnDOT
completing their own study.

City Administrator Norman replied that MnDOT is in favor of the process because it is one less
step that they will have to complete as part of the Highway #10 corridor study. The developer
voluntarily wants to take the project on.

Councilmember Strommen explained that the AUAR process allows them to look at cumulative
effects of development.

City Council/January 28, 2003
