Councilmember Strommen aye <br />Councilmember Elvig aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #2: Adopt Ordinance to Ratify 2003 Building Construction, Planning, <br /> Subdividing and Platting Fees <br /> <br />Community Development Director Frolik stated that on January 14, 2003, the City Council <br />introduced an ordinance to ratify the rates and charges that were established last November. <br />Those rates included building construction, planning, subdividing and platting fees. State law <br />requires that these types of rates be established by ordinance. When Council introduced the <br />ordinance at their last meeting, it.was specified that the-building valuation used to calculate <br />building permit fees would be based on the May 2002 rates established by the Building Codes <br />and Standards Division of the Minnesota Department of Administration. The May 2002 table <br />has been referenced in the draft ordinance. Since the introduction of the ordinance, the Building <br />Official had received verbal communication that the Building Codes and Standards Division will <br />be recommending a plan check fee of 25% of the Building Permit fee for like plans. Staffhad <br />intended on including that as part of the ordinance, but decided to leave the ordinance as <br />previously presented since the policy is not yet in place. The ordinance can be amended in the <br />future. Also, the Community Development Department has found it necessary to establish a rate <br />for copies of the Ramsey Business List. The proposed fee would be $20.00. The City Attorney <br />had been advised of these changes and determined that a re-introduction of the ordinance is not <br />necessary. According to the City Charter, the ordinance is eligible for adoption. <br /> <br />Councilmember Strommen inquired if a list of Ramsey Business's was available on the City's <br />website. <br /> <br />Assistant City Administrator Nelson replied yes. <br /> <br />Councilmember Zimmerman stated that he was opposed to the re-shingling and re-siding <br />permits. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Strommen, to adopt Ordinance <br />#03-02 to ratify the 2003 building construction and planning fees. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Pearson aye <br />Councilmember Strommen aye <br />Councilmember Elvig aye <br />Councilmember Kurak aye <br />Councilmember Zimmerman nay <br /> <br />City Council/January 28, 2003 <br /> Page 6 of 16 <br /> <br /> <br />
