written notices to adjacent landowners. The City may, at the developer's expens% send written
notice of the subdivision sketch plan application and the date the Planning Commission will be
reviewing the sketch plan.

Councilmember Kurak suggested adding a "What's New" tab on the City's website that would
explain any proposed developments in the City.

Councilmember Strommen stated the concern is how do they get people's comments
incorporated early enough into the process. She felt that neighborhood meetings might resolve
some of those problems, but the comments should be documented so that the Council is aware of
those comments.

Councilmember Elvig stated that he would definitely like to be informed of comments that have
been made by residents early on in the process.

Councihnember Pearson inquired if staff had been receiving a negative response to the current
process.

Principal Planner Trudgeon replied that staff has received an occasional complaint. The
comments staff hears the most is that people are unhappy with the process because they feel like
they are brought into the process too late.

Councihnember Cook questioned how much authority and control should a neighbor have over a
neighboring development. It seems to him that they can get to a point where they are taking
everyone's input and trying to satisfy everyone's comments.

Mayor Gamec stated that the signage is a great way of notifying the public that a development
has been proposed and developing neighborhood meetings could also be a benefit, but there
should be a secretary present to record what plans were presented to the neighborhood and what
comments were made by the neighbors and the developer. He suggested that when staff sends
out notification of a proposed development that they include what the process would be. Mayor
Gamec also recommended that as part of the Weekly Update there be a report from Community
Development on any upcoming issues as well as from the Public Works department.

Councilmember Strommen recommended that there be general information on the City's website
and the Ramsey Resident explaining the process of public input so that people are made aware of
when they should get involved in the process.

Principal Planner Trudgeon noted that when they notify people of a sketch plan they typically
show up to make comments, but it is not an official public hearing and at times it becomes
difficult to hear all the comments during the heavy building process.

Councihnember Kurak replied that it should be recommended that there be 'a spokesperson for
the group.

City Council/February 4, 2003
