City Administrator Norman stated that neighborhood meetings held by the developer prior to the <br />sketch plan process has occurred in some instances and that is something that staff could <br />implement into the current process administratively. If the developer would choose to not hold <br />the meeting the City Council would be notified. <br /> <br />Councilmember Zimmerman stated that it is important to get citizens involved at sketch plan so <br />that the larger issues can be identified prior to the developer spending a lot of money on plans. <br /> <br />Councilmember Elvig stated that the City has had a reputation of it being very difficult to get <br />anything passed and questioned if they would be making things even more difficult for the <br />developers. <br /> <br />Councilmember Kurak replied that the developers are ready for that process. <br /> <br />Principal Planner Trudgeon stated that the good developers do like to meet with citizens prior to <br />moving forward with the plan. <br /> <br />2) 2003-2007 CIP <br /> <br />Finance Officer Lund gave a brief review of the City's 2003 to 2007 Capital Improvement <br />Program. <br /> <br />Councilmember Zimmerman stated that the Council was recently requested to consider an <br />extension of sewer and water to the gun club, which would require 2.37 miles of storm trunk line. <br />He inquired as to where those funds would come from. ~ <br /> <br />Finance Officer Lund replied that that project is not included in the City's CIP. <br /> <br />City Administrator Norman explained that if the project were to move forward it would be at the <br />cost to the developer and then the developer would be reimbursed by other developments in the <br />future. <br /> <br />Councilmember Cook noted that at this time the City has only received a request for a feasibility <br />study to determine if the project is feasible at the expense of the developer. No decision has been <br />made by the Council regarding whether or not the project will occur. <br /> <br />Councilmember Zimmerman replied that the planning has to come first. <br /> <br />City Administrator Norman requested that the discussion focus on the projects in the CIP. <br /> <br />Councilmember Zimmerman inquired as to when County Ditch #66 is proposed to be cleaned. <br /> <br />City Administrator Norman replied that it is propoSed to be done this year. <br /> <br />City Council/February 4, 2003 <br /> Page 4 of 7 <br /> <br /> <br />
