Director of Public Works Kapler noted that the earliest it could happen is 2003 to 2004, because <br />there are still some issues that need to be cleared with the WMO. <br /> <br />Mayor Gamec inquired as to when staff would be looking at completing the work. <br /> <br />Director of Public Works Kapler explained that they need a hard winter before they can do any of <br />the cleaning. He stated that staff needs to know where the Council feels the plan should be so <br />that they can plan appropriately. <br /> <br />Mayor Gamec stated that the City has been looking at ditch #66 for quite some time and it needs <br />to be cleaned. <br /> <br />Councilmember Elvig stated that property across the street was just sold for development and <br />inquired if the sewer and water could be placed in the ditch to save some costs. <br /> <br />City Administrator Norman replied that staff was currently looking into that possibility. <br /> <br />Councilmember Zimmerman stated that he felt that the City should make their greatest efforts to <br />get things started in the Town Center area with the construction of Sunwood Drive, especially if <br />the City still has the grant from the Met Council. <br /> <br />City Administrator Norman explained that the AUAR is currently being completed on the <br />property and once that is done they will be moving forward with a request for the construction of <br />Sunwood Drive. <br /> <br />Mayor Gamec inquired if Councilmembers would prefer that Sunwood Drive be constructed with <br />a bus station constructed in the middle of the property between Ramsey Boulevard and <br />Armstrong Boulevard. <br /> <br />Councilmember Zimmerman stated that he would, but would like some cooperation from the <br />developer as well. <br /> <br />Councilmember Cook questioned if the City had any plans to tar the remaining dirt roads in the <br />City of Ramsey and if so what those costs would be. <br /> <br />Director of Public Works Kapler explained that the City has five miles of dirt roads, which staff <br />is putting together a feasibility study for Council consideration, which will include the costs to <br />tar the roads as well as the costs to continuous maintenance of the dirt roads. <br /> <br />Mayor Gamec stated that it will probably be beneficial for the City to have the roads paved, but <br />the City might have to contribute more of the cost to pave those roads. <br /> <br />Councilmember Kurak noted that the developer does expect to pay for the extension of Sunwood <br />Drive and other interior roads within the Town Center site.
