Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Strommen, Cook,
Elvig, Kurak, and Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT

1) Council Committee Meetings

Mayor Gamec noted that officially in March the Council will start with Committee meetings
made up of a few members of the City Council rather than the Council as a whole.

2) Met Council

Mayor Gamec explained that one of issues before the State Legislature has to do with the Met
Council. A bill is being introduced that would eliminate the planning done by the Met Council.
His personal feeling was that it could make a mess out of the sewer lines, and transportation
systems. He thinks they should look at the issue as a City Council and pass a resolution
supporting the planning done by the Met Council.

Councihnember Strommen stated that the fear without some central plmming is it becomes a free
for all. She felt that it was something the Council should address.

Consensus of the Council was to direct staff to put together a resolution for the next City Council
meeting.

Councihnember Zimmerman stated that he believes that there should be a planning tool, but not
entirely controlled by the Met Council. He felt that there should be some control on the local
level.

Mayor Gamec replied that the City would still do their planning, but there has to be regional
planning as well.

Councilmember Zimmerman felt that some alternatives could be looked at.

Councilmember Strommen stated that the point is they need to have somebody to coordinate
regional planning, which is what process needs to be retained by the Met Council.

3) Snowmobile Ordinance

The issue will be discussed at a work session on March 4, 2003.

City Council/February 11, 2003
