street dance in the parking lot with live bands to turn it into a community evening dance after the
fireworks. He also noted that he has met with a couple of the Anoka County Commissioners
regarding the adjacent property being used for parking and the County was not sure if Mr.
Pearson was going to be farming the land this year. Diamond's Sports. Bar has had some
discussions with the County about a possible agreement to level out the area, which would be
maintained by Diamonds and then be used for such events. The County has indicated that they
don't have a problem with such an agreement at this time and that possibly the land would be for
sale, but they were not sure what past agreements there were with Mr. Pearson.

Councilmember Pearson replied that he will not be farming that particular strip another year.

Mr. Gruber replied that the County is in favor of Diamonds' using the property if they are willing
to maintain it to use for parking and the lighting of the fireworks, but they wanted to make sure
that the City Council gave their blessing on that. He also inquired if there was any chance of
receiving any type of financial assistance for the fireworks display from the City. One other
event they are hoping to include is bringing in a group from the Amber Alert organization where
they can electronically finger print children, which is then put on a disk and can be brought to the
Police Department if a child is missing and within minutes the information goes nationwide.
This event usually draws 2,000 to 3;000 people and the cost of the event is typically $2,900. He
stated that they were looking to see if they could get a sponsor for such an event.

Councilmember Cook noted that the City just purchased the soft-ware and the equipment to do
such a thing so possibly the City could be available for the event.

City Administrator Norman stated that staff would put together a finance case for consideration
of the requests at a future meeting.

Councilmember Cook noted that there is a matching fund grant through t~he Park Commission up
to $5,000 for a community recreation activity that the Committee could apply for.

CITIZEN INPUT

Mayor Gamec stated that the City has been discussing the idea of adopting a snowmobile
ordinance in the City for some time and since the snow has fallen there has been numerous
violations and complaints. He emphasized that if people want to keep snowmobiling in the City
of Ramsey they need to follow the rules and respect other people's property.

Police Chief Way reviewed that in the last week there had been 18 snowmobile complaints.
Fourteen of those complaints were for recreational vehicle trespass. The Police Department
issued 22 citations, and seven of those citations were for operating a snowmobile within the
MUSA area along the boulevard. The only area where snowmobiling is allowed within the
MUSA is along the ditches, streets or on private property. The Police Department has requested
that anyone calling in complaints write a letter to the City.

City Council/February 11, 2003
