4.09 Adopt Resolution #14 -06 -109 Approving Cash Disbursements Made and Authorizing <br />Payment of Accounts Payable Invoicing Received During the Period of May 23, 2014 <br />through June 4, 2014 <br />4.10 Adopt Resolution #14 -06 -107 Appointing an Environmental Policy Board Member <br />4.11 Adopt Resolution #14 -06 -108 Authorizing the Mayor and City Administrator to Execute <br />a Contract Amendment for an Extension to the Community Forest Bonding Grant that <br />was Utilized to Landscape North Commons <br />4.12 Adopt Resolution #14 -06 -110 Allowing Stoney River to Improve a Portion of their Lot at <br />14401 Nowthen Blvd NW with Seed rather than Sod; Case of First Phoenix Ramsey, <br />LLC <br />4.13 Adopt Resolution #14 -06 -112 Approving Sale of Permanent Easement over dedicated <br />Park property in Alpine Acres <br />4.14: Report from the Public Works Committee Meeting dated May 20, 2014: <br />1) Review Feasibility Report Updates for Andrie Street Reconstruction: Ratify the <br />recommendation of the Public Works Committee to approve the consensus of the <br />Committee for no sidewalk and for staff to focus on a 36 foot street width with an on- <br />road bicycle lane. <br />2) Consider Developing a Draft Special Assessments Policy: Ratify the recommendation <br />of the Public Works Committee to approve directing staff to draft a Special <br />Assessment Policy that clearly defines how special assessments are to be levied <br />against properties benefiting from various types of improvement projects for <br />consideration at the July 15, 2014 meeting. <br />3) Consider Speed Zone Study Recommendation for Green Valley Road: Ratify the <br />recommendation of the Public Works Committee to approve the consensus of the <br />Public Works Committee to require that the Traffic Control Modification Policy be <br />followed and require a petition from five property owners or residents in the affected <br />area before sending the Speed Zone Study forward to Anoka County. <br />4) Consider Crosswalk Installation Cost and Options: Ratify the consensus of the Public <br />Works Committee to recommend that the City Council approve the use of a <br />pedestrian- activated crosswalk system at select crosswalk locations and for staff to <br />draft a policy that includes parameters where flashing pedestrian crossing signs will <br />be used. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Tossey, Backous, <br />Johns, Kuzma, and LeTourneau. Voting No: None. <br />5. APPROVE AGENDA <br />Motion by Councilmember Backous, seconded by Councilmember Johns, to approve the agenda <br />as presented. <br />Motion carried.
