6. PUBLIC HEARING <br />6.01: Public Hearing to Consider Introduction Ordinance #14 -06 Amending Chapter 7 of <br />the Home Rule Charter of the City of Ramsey, as it relates to Franchise Fees <br />City Administrator Ulrich stated the purpose of this case is to introduce the ordinance and add <br />language pertaining to a franchise free. This would place limits on the Council's use of a <br />franchise fee, which is not part of the Charter currently. The draft language provided by Council <br />was reviewed by the Charter, and the Charter made changes. These changes would have to be <br />adopted annually. <br />Mayor Strommen closed the regular portion of the City Council meeting at 7:33 p.m. in order to <br />conduct a public hearing. <br />Public Hearing <br />Mayor Strommen called the public hearing to order at 7:33 p.m. <br />Presentation <br />City Administrator Kurt Ulrich reviewed the staff report and recommendation to introduce the <br />ordinance amending Chapter 7 of the City's Charter. <br />Citizen Input <br />Jim Bendtsen, 14131 Junkite St NW, Ramsey, Charter Commission member, stated he missed <br />the meeting where this was passed. He proclaimed he will vote against this since it is too lenient. <br />He said the residents with the least home value will pay the highest amount. Also, this will aid <br />residents that are behind in payment to become later with payment. He suggested this item be <br />added to the ballot this fall, and let the residents vote on it. <br />Motion by Councilmember Backous, seconded by Councilmember Riley, to close the public <br />hearing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Backous, Riley, Johns, <br />Kuzma, LeToumeau, and Tossey. Voting No: None. <br />The public hearing was closed at 7:35 p.m. <br />Council Business <br />Mayor Strommen called the regular City Council meeting back to order at 7:35 p.m. <br />Councilmember Tossey stated he is wrangling over this Ordinance. He said while he does want <br />restrictions on this Council and future Councils, he is opposed to franchise fees. <br />City Council / June 10, 2014 <br />Page 5 of 13 <br />
