RESOLUTION #14-05-096 <br />RESOLUTION ADVANCING THE ALTERNATIVES ANALYSIS, <br />ENGINEERING DESIGN AND FUNDING PLAN FOR THE MISSISSIPPI SKYWAY <br />WHEREAS, access to parks, natural resources, open space and recreation areas, are <br />essential to the quality of life, health and welfare of the City of Ramsey and Metropolitan Area <br />residents; and <br />WHEREAS, county and municipal park systems play an ever -important role in <br />providing a diversity of needed recreational opportunities to individuals and families; and <br />WHEREAS, US Hwy's #10 & #169 and the rail line are an impediment to safe access to <br />parks, trails and retail services for residents and visitors on both sides of the highway; and <br />WHEREAS, a bicycle and pedestrian bridge, entitled the `Mississippi Skyway' has been <br />envisioned to connect the community on either side of the aforementioned highway, and in doing <br />so promotes access to retailers and jobs; and <br />WHEREAS, the skyway when constructed shall be a regional facility, connecting the <br />Mississippi River Regional Park, the Mississippi River Trail, the Northstar Commuter Rail <br />Station, and the Mississippi Nation River and Recreation Area to The COR; and <br />WHEREAS, regional infrastructure like bicycle and pedestrian facilities requires prudent <br />investments from many stakeholders and returns dividends as alternatives to transportation by <br />the automobile, enhancements to public safety, synergies and access to a myriad of public assets; <br />and <br />WHEREAS, a Livable Communities, Transit Oriented Development grant in the amount <br />of $100,000 was awarded for an Alternative Analysis and Engineering Design for the Mississippi <br />Skyway; and <br />WHEREAS, the National Park Service has awarded $490,000 dollars to the City of <br />Ramsey to be used as the local match for anticipated Federal funding for the Mississippi <br />Skyway; and <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br />1) That, the City Administrator is authorize to enter into a contract with <br />Inc. for Engineering Design Services for the Mississippi Skyway in a not -to -exceed <br />amount of $100,000. <br />
