RESOLUTION #14-05-096 RESOLUTION ADVANCING THE ALTERNATIVES ANALYSIS, ENGINEERING DESIGN AND FUNDING PLAN FOR THE MISSISSIPPI SKYWAY WHEREAS, access to parks, natural resources, open space and recreation areas, are essential to the quality of life, health and welfare of the City of Ramsey and Metropolitan Area residents; and WHEREAS, county and municipal park systems play an ever -important role in providing a diversity of needed recreational opportunities to individuals and families; and WHEREAS, US Hwy's #10 & #169 and the rail line are an impediment to safe access to parks, trails and retail services for residents and visitors on both sides of the highway; and WHEREAS, a bicycle and pedestrian bridge, entitled the `Mississippi Skyway' has been envisioned to connect the community on either side of the aforementioned highway, and in doing so promotes access to retailers and jobs; and WHEREAS, the skyway when constructed shall be a regional facility, connecting the Mississippi River Regional Park, the Mississippi River Trail, the Northstar Commuter Rail Station, and the Mississippi Nation River and Recreation Area to The COR; and WHEREAS, regional infrastructure like bicycle and pedestrian facilities requires prudent investments from many stakeholders and returns dividends as alternatives to transportation by the automobile, enhancements to public safety, synergies and access to a myriad of public assets; and WHEREAS, a Livable Communities, Transit Oriented Development grant in the amount of $100,000 was awarded for an Alternative Analysis and Engineering Design for the Mississippi Skyway; and WHEREAS, the National Park Service has awarded $490,000 dollars to the City of Ramsey to be used as the local match for anticipated Federal funding for the Mississippi Skyway; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: 1) That, the City Administrator is authorize to enter into a contract with Inc. for Engineering Design Services for the Mississippi Skyway in a not -to -exceed amount of $100,000.
