request if and when it is needed as a public street to facilitate redevelopment of Lots 1 and.2, <br />Block 1 to their ultimate urban densities. Outlot B is a remnant of property on the west property <br />line that is intended to be joined with property to the west to create another buildable lot, if and <br />when property to the west redevelops. In accordance with the approved preliminary plat, Junkite <br />Street N.W. will be extended north off Alpine Drive N.W. and terminate at the north boundary of <br />the plat in a permanent cul-de-sac because of the presence of wetlands. Street connection will be <br />made with 155~h Lane N.W. in Sunflower Ridge to the east; 155th will also be extended to the <br />west boundary of the plat as a temporary cul-de-sac to provide for future access to the west. The <br />plan also provides for the connection of 154th Lane N.W. between this plat and Sunflower Ridge <br />to the east. However, it is possible that the segment of 154th Lane N.W. in this plat may be <br />constructed prior to the segment of 154th Lane in Sunflower Ridge. In that event, the <br />development agreement requires the developer to provide a temporary cul-de-sac bulb at the <br />eastern terminus of 154th Lane N.W. until such time as it is connected with 154th in Sunflower <br />Ridge. All of the lots meet the 10,800 square foot lot size requirement and the 80-foot (90 feet <br />on comer lots) lot width requirement. The wetlands have been appropriately delineated and <br />encumbered with drainage and utility easements on the final plat. The Engineering Staff has <br />reviewed the final plans. These plans are recommended for modifications subj6ct to the points <br />raised in the Staff Review Letter dated March 21, 2003. As reported at the time of preliminary <br />plat approval, Park Dedication will be satisfied with a cash payment. The developer will be <br />required to construct an 8-foot wide bituminous trail between Lots 5 and 6 of Block 3. The <br />construction cost of this trail segment will be credit eligible against trail fees due on the plat. <br />Sidewalks will be constructed along all non cul-de-sac streets. In addition, the Developer has <br />agreed to construct a sidewalk along the Junkite Street N.W. cul-de-sac to provide a connection <br />with the trail segment installed between Lots 5 and 6. The Developer is also responsible for <br />continuing the trail parallel to Alpine Drive. Per previous discussions with the Parks and Utility <br />Supervisor, a portion of the area north of the plat, currently platted as Outlot C, Wildlife <br />Sanctuary 2nd Addition, was to be included in the plat as an outlot and deeded to the City of <br />Ramsey to protect the wetlands. That requirement has not been met and the final plat should be <br />modified accordingly. At the time of preliminary plat approval, the City Council approved <br />preservation of a tree stand on the west property line to. fulfill density transition requirements for <br />the larger, rural lots to the west. The preliminary tree plan dated November 5, 2002, was <br />deten~ined to be acceptable provided it was modified to identify the location of tree save fences. <br />The modified tree plan has not been submitted. At the time of preliminary plat approval, <br />neighboring property owners to the west (Weichelt and Mott) expressed concern that the new <br />development would result in'trespassing into their pasture land. Oakwood, Weichelt and Mott <br />have signed a letter of understanding establishing that Oakwood would construct fencing on their <br />east property lines to discourage trespassing onto their respective pastures. That letter of <br />understanding will be referenced and attached to the development agreement. There is an <br />existing homestead on Lot 13, Block 4 that will be incorporated into the plat as an urban lot. The <br />development agreement requires that the exterior finish on the home and the driveway be <br />upgraded to be compatible with the newly developing neighborhood.
