Councilmember Riley asked how wide the road is now and why it should be constructed to 36 <br />feet in width. <br />City Engineer Westby stated it is currently 33 feet and the wider design includes a parking lane. <br />Councilmember Riley asked if it is possible to use a five-foot bike lane since there will be a <br />parking lane. <br />City Engineer Westby explained that is an option and the design already includes reducing each <br />of the travel lanes by one foot, an eight -foot parking lane, plus the bike lane. He described how <br />the road design could be further reduced. <br />Councilmember Kuzma supported delaying further discussion until the assessment policy is <br />determined. <br />Councilmember Riley concurred. <br />Chairperson Backous suggested determining the most efficient road design so the costs are no <br />higher than needed. He asked if the parking lane can be used as a walking lane. <br />City Engineer Westby stated staff can look at MSA standards and related volume and speed <br />criteria. <br />Councilmember Kuzma stated there are a lot of pedestrians on this road including those pushing <br />wheelchairs. He stated he has heard resident support for a sidewalk or bike lane and felt a bike <br />lane would be a fair compromise. <br />Chairperson Backous asked staff to obtain more information on what MSA would allow. <br />Councilmember Riley stated if the parking lane would not be used often and a pedestrian trail <br />would be used by more, perhaps the parking lane can be narrowed. <br />Chairperson Backous stated support for a 32-foot design with a pedestrian path. <br />City Engineer Westby noted there are additional parking considerations such as when residents <br />have graduation parties, etc. and how the City could enforce if posted as "No Parking." <br />Civil Engineer II Linton stated there is currently no striping. He advised that when Dysprosium <br />Street was constructed, it had a narrow lane on one side so a specific resolution was required <br />declaring no parking. <br />The consensus of the Public Works Committee was to delay further consideration until the <br />assessment policy is determined and additional information is received from MSA. <br />Chairperson Backous asked whether staff had heard a complaint that trucks are using <br />Dysprosium Street to avoid the weigh station. <br />Public Works Committee / June 17, 2014 <br />Page 3 of 5 <br />
