Public Works Superintendent Riemer stated staff has not and he has not seen that occur. <br />5.02: Consider Recommending City Council Approval of Modifications to Stormwater <br />Management Permits, Plans, and Ordinances <br />City Engineer Westby reviewed the staff report, historic measurement of rainfalls, and <br />modification to the City' s stormwater management permits, plans, and ordinances to account for <br />new stormwater management requirements recently adopted by the Lower Rum River Water <br />Management Organization (LRRWMO) including the incorporation of Atlas 14 precipitation <br />data and stormwater infiltration requirement revisions within its design criteria. <br />Because the current language in the City's stormwater management permits, plans and <br />ordinances discourages infiltration within the Drinking Water Supply Management Areas <br />(DWSMA), staff proposes to modify that language to discourage infiltration only within <br />delineated ten-year capture zones. He referenced exhibits that showed the existing DWSMA <br />boundary in the area of The COR and associated 10-year capture zone boundaries surrounding <br />public water supply wells. <br />City Engineer Westby presented a map depicting location of City wells and 10-year capture <br />zones. He explained why the City would like the regulation changed from no infiltration within <br />the DWSMA to no infiltration within 10-year capture zones. City Engineer Westby stated staff <br />recommends the Public Works Committee support approval by the City Council of the language <br />modifications to the City' s stormwater management permits, plans, and ordinances as presented. <br />Civil Engineer II Linton explained the current standard was 6 inches for a 100-year storm and <br />with Atlas 14 it will be 7 inches for a 100-year storm. <br />Councilmember Riley asked if the LRRWMO already adopted Atlas 14 so the City has no <br />choice. <br />City Engineer Westby confirmed the LRRWMO has adopted Atlas 14. He answered questions <br />of Councilmember Riley relating to DWSMA regulations and discharge to the River. <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to recommend that the <br />City Council approve the language modifications to the City' s stormwater management permits, <br />plans, and ordinances as presented. <br />Motion carried. Voting Yes: Chairperson Backous, Councilmembers Kuzma and Riley. Voting <br />No: None. <br />6. COMMITTEE / STAFF INPUT <br />Councilmember Riley asked for an update on the Alpine Drive and Helium Street crosswalk. <br />Public Works Superintendent Riemer stated it will be addressed in July. <br />Public Works Committee / June 17, 2014 <br />Page 4 of 5 <br />
