Commissioner Bauer stated the plat has adequate access to Variolite Street so he sees no need to <br />use Traprock Street to get out of the development. In the future if Traprock Street is developed, <br />an exit is not needed to the north, it is needed to the south. He suggested Outlot A be eliminated, <br />reduced in size to eliminate the ability to extend the street, or an easement created. <br />Commissioner Maul supported a small easement for the fire hydrants along Traprock Street and <br />extending the lot lines in closer. <br />Commissioner VanScoy stated if a bike trail is put on Outlot A and then a road installed, it may <br />eliminate the option for a bike trail. <br />Community Development Director Gladhill explained that a trail and roadway can be placed <br />within a 60 -foot easement, depending on how it is laid out. Another option is to incorporate the <br />bike lane within the roadway. He stated it appears there is consensus among the Planning <br />Commissioners that Outlot A is too large but rather than making it smaller in size, it may be <br />more appropriate to split the Outlot and convey it to abutting properties. Community <br />Development Director Gladhill explained the City can obtain easements for a trail and drainage <br />purposes. That would also eliminate the issue of Outlot A ownership. <br />Commissioner Nosan stated she cannot imagine why the City would allow traffic to cut through <br />this neighborhood. <br />Commissioner VanScoy noted that eliminating Outlot A also eliminates the future option for a <br />street should Traprock Commons develop. Rather, he supported retaining Outlot A but <br />restricting usage to allow flexibility in the future. <br />Commissioner Brauer noted these residents have been "on the hook" for nine years and he thinks <br />a decision should be made one way or the other. <br />Tom Brenner, developer and applicant, stated they did not know what to do with the Outlot and <br />did not really want it. He stated it was left in because it left the original plat intact as much as <br />possible. Mr. Brenner suggested the City not cut off their options, as referred to by <br />Commissioner VanScoy, so the opportunity to subdivide in the future remains. Mr. Brenner <br />stated they do not care either way and want what the neighborhood thinks is best. He stated they <br />are also fine with a bicycle lane through Outlot A; however, he is concerned about a conservation <br />easement based on past experience in other communities. Mr. Brenner stated there will be a <br />Homeowner's Association (HOA) that all homeowners will be required to sign and it will be <br />recorded with the property. He stated this would provide a mechanism for enforcement since it <br />will be on the title. <br />Commissioner Nosan asked who the conservation easement favors. <br />Mr. Brenner stated that is a problem because some are `no touch' and you cannot do a thing with <br />the property.
