Commissioner Maul noted a wetland backs up to the houses and asked if the City will require a <br />detailed mapping of the house, garage, and decking. Community Development Director Gladhill <br />answered in the affirmative, noting one of the contingencies is compliance with the Staff Review <br />Letter. Commissioner VanScoy asked if the motion gives staff enough flexibility to deal with all <br />of the issues. Community Development Director Gladhill stated it does. He explained this <br />would be a recommendation to the City Council, with contingencies, and there will be more steps <br />and opportunity for the public to provide comments. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, VanScoy, Brauer, <br />Maul, and Nosan. Voting No: None. Absent: Commissioner Field. <br />Community Development Director Gladhill stated this recommendation will be considered by the <br />City Council on June 24, 2014. <br />Commissioner Brauer thanked the applicant for working with the City to address the concerns of <br />the neighborhood. <br />5.05: For Discussion Only: Receive Update and Work Plan for Major Plat and <br />Comprehensive Plan Amendment for Ridgepoint Located at 6080 Highway 10 NW; <br />Case of Village Bank <br />Presentation <br />Community Development Director Gladhill presented the staff report stating the City has <br />received a request for a Major Plat from Village Bank for an amendment to the City's <br />Comprehensive Plan to allow seven (7) single family lots located on the existing parcel at 6080 <br />Highway 10 NW. This parcel is currently guided as Business Park and located in the E -1 <br />Employment District. The proposed use would require an amendment to the Comprehensive <br />Plan for Low Density Residential (LDR) and a Zoning Amendment to R -1 Residential (MUSA). <br />Community Development Director Gladhill reviewed the request in further detail and the <br />Planning Commission's past consideration of this proposal and interaction with the Highway 10 <br />Access Planning Study. He explained the applicant desires to better define upcoming steps and <br />whether some items can be run concurrently. This is an opportunity for the Planning <br />Commission to comment on the proposed Work Plan. <br />Chairperson Levine stated the Planning Commission felt the Highway 10 Access Planning Study <br />was an important consideration. <br />Commissioner Bauer agreed that the important issue is the access location so it is kind of <br />"jumping the gun" to consider a Major Plat at this point. He stated the southern lots make a lot <br />of sense, regardless of where the other road goes, so those lots could be considered at this point <br />and give Village Bank something to work on this summer. <br />Planning Commission /June 5, 2014 <br />Page 12 of 16 <br />
