City Planner Anderson presented the staff report stating the purpose of this case was to review a <br />submitted Sketch Plan for a three (3) lot subdivision located at the eastern terminus of 171S <br />Avenue NW, just east of Rabbit Street. He reviewed the request in further detail and requested <br />the Commission review the general layout of the proposed lots, streets /cul -de -sacs and overall <br />use of the property and provide staff with feedback on the design. <br />Commission Business <br />Commissioner Bauer stated the longer cul -de -sac is a good tradeoff for addressing the safety <br />hazard. <br />Commissioner VanScoy asked about the road alignment. <br />City Planner Anderson indicated that in the future, the corridor would make a connection to the <br />eastern property but there was no indication, at this time, that something will be happening with <br />that eastern property. <br />Commissioner VanScoy stated it is important to have that future corridor laid out, or an easement <br />gained, so in the future the cul -de -sac issue can be resolved. <br />Commissioner Bauer asked if the intent is for a 66 -foot easement. <br />City Planner Anderson stated a 66 -foot wide easement would serve as a potential corridor for <br />right -of -way and setbacks measured from that easement line so if the corridor is ever utilized, a <br />legal non - conforming use would not be created. <br />Commissioner Brauer felt that was necessary so properties to the east are not landlocked. <br />City Planner Anderson displayed a site drawing of the subject property, noting that a large <br />portion of the land to the east was encumbered with wetland with a narrow corridor on the west <br />side where a road could possibly serve future lots. <br />Commissioner Brauer asked how long the cul -de -sac would be. <br />City Planner Anderson stated the proposed extension from where the road terminates now is 225 <br />feet and the estimated length from the Rabbit Street is 475 feet. If extended, it would result in an <br />approximate length of 700 -feet, a deviation of about 100 feet. <br />Commissioner Brauer stated in the past, extensions have and have not been approved based on <br />the size of deviation from 600 feet. He noted the Planning Commission had previously <br />considered a 900 -foot cul -de -sac length. Commissioner Brauer stated in this case, he finds a <br />deviation of 100 feet to be acceptable as there is no other solution for the cul -de -sac. <br />Planning Commission /June 5, 2014 <br />Page 4 of 16 <br />
