CITY OF
AN
REAL. CLASSIC.A
June 13, 2014
Dear Colleagues,
Over the past several months, there have been meetings between representatives from Anoka,
Champlin, Dayton, Brooklyn Park, Coon Rapids, and Ramsey concerning the problem of bank erosion on
the Mississippi River, specifically during high water times. This year's high water level is no exception
which makes the slow -no wake discussion very timely and important. We are requesting each city
consider adopting a no wake zone ordinance to allow consistent control and regulation of watercraft
using the Mississippi River for both the operator's safety, erosion control of riparian property adjoining
the river, and to minimize damage to docks and other structures along the river corridor.
The original City of Anoka "No Wake Zone" was adopted in 2002 and applies when water levels exceed
837 feet. We are now planning to amend the ordinance to set the elevation at 834 feet at the Anoka -
Champlin Mississippi River Bridge. This elevation would be marked on each side of the river. When the
river elevation reaches 834 feet at that location, signage at the site would indicate that the no wake
restrictions are in effect and each community would post their public accesses indicating the same. Note
that the river elevations may be different at other benchmarks along the corridor. We have also added a
short paragraph that describes the purpose of the river restrictions. A copy of the proposed amendment
to the Anoka ordinance is included for your reference.
Please review the enclosed ordinance and consider adopting it in your community. We have been in
contact with the DNR regarding the process to put such an ordinance into effect which is a public
hearing and approval by the DNR. Feel free to contact me at 763-576-2728 or by email at
coaumen@ci.anoka.mn.us if you need more information.
Sincerely,
Crystal Paumen, AICP
City Planner
City of Anoka Planning Department
ANOKA CITY HALL
2015 First Avenue North, Anoka, MN 55303
763-576-2700
www.ci.anoka.mn.us Ar
ik
Equal Opportunity Employer %41
