CITY OF ANOKA <br />CITY CODE <br />CHAPTER 50; ARTICLE VI <br />ARTICLE VI. <br />Section 50-230. <br />CHAPTER 50. STREETS, SIDEWALKS AND OTHER PUBLIC PLACES <br />Mississippi River Sneed Restrictions <br />Purpose. <br />The purpose of the restrictions in this section is to (a) prevent soil erosion, (b) minimize <br />damage to docks and other structures; and (c) promote public safety. <br />Surface zoning of the Mississippi River by restricting speeds during certain seasonal <br />fluctuations of the water level. <br />A slow -no -wake speed shall be in effect 24 hours per day on the Mississippi River <br />between River Mile 879 upstream (upstream of the upstream tip of Goodin Island, <br />located between Dayton and Ramsey) and River Mile 866.2 downstream (the Coon <br />Rapids Dam) when the river level on the Mississippi River exceeds 834 feet above <br />sea level, as measured and marked at Gauge C, Poi* I-lA, on the Anoka - <br />Champlin Bridge, on both sides of the river. Anoka, Minnesota and located at the <br />confluence of the Runt i&A-A avravp Wvers. A map depicting the physical boundaries <br />of this section is attached as Attachment A. When high water levels have subsided and <br />have remained below an elevation of 8374 feet for three consecutive days, said <br />restrictions shall be promptly removed. <br />Section 50-231. Definitions. <br />For the purpose of this division, the following words and phrases shall have the meanings <br />respectively ascribed to them by this section: <br />Slow -no -wake means operation of a watercraft at the slowest possible speed necessary to <br />maintain steerage, but in no case greater than five miles per hour. <br />Operate means to navigate or otherwise use a watercraft. <br />Watercraft means the same as is defined in Minn. Stats. ch. 361, subd. 7. <br />Person means an individual, partnership, corporation or any body of persons, whether <br />incorporated or formed into an association. <br />Section 50-232. Violation. <br />No person shall operate a watercraft at greater than slow -no -wake speed on the <br />Mississippi River during a period when a slow -no -wake speed is in effect. <br />Section 50-233. Enforcement. <br />The City Police Department, the Anoka County Sheriff's Department and other licensed <br />Peace Officers, including Conservation Officers of the Department of Natural Resources <br />of the State of Minnesota, are authorized to enforce this article. <br />Section 50-234. Exemptions. <br />All authorized emergency, resource management and law enforcement personnel shall be <br />exempt from the restrictions of this division while they are performing their official <br />duties. <br />Section 50-235.
