The charter amendment would "remove the county council from <br />its quasi-judicial roles as the county planning and zoning commission, rul- <br />ing on all piecemeal rezoning applications, and as the board of zoning ap- <br />peals ruling on all variance, special exception and conditional uses, as well <br />as zoning map interpretations." Under the proposed bill, authority for zon- <br />ing decisions would go to zoning. hearing examiners, subject to final council <br />review, modification, and approval. <br />Source: The Baltimore Sun; www.baltimoresun.com <br />NEW JERSEY <br />At the urging of a local resident, the Borough of Hightstown now has a <br />new zoning ordinance allowing for —and regulating —solar and wind energy <br />systems. <br />Source: NJ.com; www.ni.com <br />NORTH CAROLINA <br />A bill that will allow permits for hydraulic fracturing (i.e., fracking for <br />natural gas exploration) in North Carolina has been passed by the state <br />Legislature and was headed to Governor Pat McCrory for his signature. <br />Under the bill, permits for the practice could be issued by May 2015.
