SPECIAL TERMS AND CONDITIONS <br />SCOPE. The purpose of this Contract is to provide snow plowing and snow removal services for the City of Ramsey <br />Municipal Parking Ramp located at 7650 Sunwood Dr Ramsey, MN 55303. Contract term will run from November 15th <br />2014-May 1st 2015 <br />PRICES. Prices are firm through the initial term of the Contract. After the initial term of the Contract, a price increase may <br />be allowed based upon a demonstrable industry wide or regional increase in the Contract Vendor's costs. Documentary <br />evidence must be submitted prior to a proposed price increase. No price increase will be effective until approved by the <br />Ramsey City Council. <br />SCOPE OF WORK. The Contract Vendor will: <br />a. Remove snow from all levels of the parking ramp, stairways and crossovers at snowfalls above 1," as measured at <br />the City of Ramsey Public Works Campus between November 1, and April 15 of the Contract term, between the <br />hours of 7:00 p.m., to 5:00 a.m., or if contacted by the Building Maintenance Supervisor regarding snow drifting <br />conditions, or at any time there is a locally declared snow emergency. <br />b. Snow must be removed from the ramp at the time of plowing and cannot be stacked or stored for removal later. <br />Snow being actively loaded down the snow chute must not be stacked higher than 4 feet on the ramp deck at any <br />time. The City will provide a snow dump site within a 1/2 mile radius of the ramp. <br />b. Clear snow from sidewalks and building entrance to ensure safe non -slippery conditions, at snowfalls above 1" or if <br />contacted by the Building Maintenance Supervisor regarding snow drifting conditions or slippery conditions or at any <br />time there is a locally declared snow/ice emergency. <br />Clearing of sidewalks and the parking ramp is to be completed by 5:00 a.m., on normal workdays, Monday through <br />Friday, and within 24 hours of the end of the snow fall. Road entrances from the ramp must be kept clear of snow to allow <br />clear vision onto the street from the ramp. <br />Before December 1 and after March 15 of the Contract term, if weather shows favorable melting conditions and if agreed <br />upon by the Building Maintenance Supervisor, no plowing will be necessary. <br />The Contract Vendor shall provide and apply sand and chemicals to all inclines and intersections where requested by the <br />Building Supervisor and as weather conditions warrant. <br />Any damage to the City's property by the Contract Vendor such as trees, shrubs, lights, curbs, water hydrants street <br />signs or any other part of the City's property, shall be repaired or replaced by the Contract Vendor to the satisfaction of <br />the Building Maintenance Supervisor . <br />SPECIFICATIONS. The Contract Vendor will furnish labor, material and equipment necessary or incidental to this <br />service. <br />a. Mechanical and Other Equipment: Brooms, brushes and all power equipment, such as snow blowers, spreaders, <br />plow vehicle and all other equipment, will be furnished by the Contract Vendor, unless otherwise specified. All <br />equipment will be well maintained and in safe operating condition. All vehicles used for snow removal must have <br />the proper lights and warning signals according to OSHA and MnDOT regulations. <br />b. Materials, Treatments: The Contract Vendor shall provide all deicing material including sand. The cost for deicing <br />material shall be included in the hourly rates listed on the Price Schedule. It shall be the prime responsibility of the <br />Contract Vendor to protect the City's property at all times, and to use only such materials and treatments as will <br />provide safe conditions, enhance the appearance of the site and preserve any surfaces against deterioration. <br />c. Supervision: Competent supervision of its employees is to be furnished by the Contract Vendor. <br />Page 1 of 3 <br />
