The network file contained all <br />E±C roadway improvements to the street system in Anoka County. The <br />roadway improvements were checked for accuracy with staff from <br />Anoka County. The trip table file contained vehicle trips forecast using <br />land use forecasts provided by the Metropolitan Council. <br />Additional Year 2005 and Year 2015 networks were developed for the E-C-P <br />roadway improvements with help from Anoka County and Cities of Andover <br />and Ramsey staff. <br />Expanded MUSA trip tables were developed for the Year 2005 and Year 2015 <br />with input from staff at the Cities of Andover and Rarnsey. Planning staff at <br />Andover and Ramsey identified areas outside the current MUSA line where <br />potential future housing developments would occur, and the number of houses <br />that would potentially be built within those areas. The specified geographic <br />areas were converted to the traffic analysis zone (TAZ) level. A fratar model <br />was used to increase vehicle trips from and to those TA7s where additional <br />housing would potentially be constructed within Andover and Ramsey. The <br />increases in vehicle trips were applied to calculate the Year 2005 and Year 2015 <br />Expanded MUSA trip tables. <br />After discussions with Anoka County, Andover and Ramsey staff, it was <br />assumed that by the Year 2005 the expanded MUSA area would be filled with <br />the additional housing units listed below. Therefore, the Year 2005 Expanded <br />MUSA trip table is the full growth scenario (or most conservative) and not a <br />phased development scenario. <br />Vehicle trips in TAZs 27 and 28 within the City of Andover were increased <br />using the above methodology.
