William Smith, Biko Associates RE: City of Ramsey Land Use and Transportation Study March 6, 1995 Work Session Consultant Recommendations INTRODUCTION Since January, 1994 we have been working with the City of Ramsey Staff and Planning Commission in reviewing land use and transportation alternatives for several areas of the city. Between January and March, 1994 the consultants worked with a subcommittee of the Planning Commission on alternative land use scenarios, transportation corridors, and potential bridge locations. On May 19th, the Planning Commission directed the consultants to prepare a final set of alternatives and recommendations to be presented at a joint meeting of the Commission and City Council. This document is dated July 1, 1994. Since that time, the consultants have also been directed to work with the city's Economic Development Commission in preparing a set of recommendations regarding land use and transportation alternatives. Subsequently, the Economic Development Commission has prepared a land use and transportation recommendation for the City Council. The City Council and City Staff have requested that the consultant team of RLK Associates and Biko Associates prepare a "consultant" recommendation on land use and transportation alternatives for certain areas in the City. This memorandum and attached graphic is a summary of our recommendations. We will describe our recommendations in greater detail at the March 6th City Council work session.
