LAND USE AND TRANSPORTATION RECOMMENDATIONS <br />TH 47/Thurston Avenue <br />Land use surrounding the CR 116/TH 47 intersection is proposed to remain consistent with a <br />Community Commercial designation. The Community Commercial acreage is expanded up the <br />east side of TH 47, approximately to the intersection with Nowthen Blvd. <br />It is recommended that the segment of Thurston Avenue located in the City of Anoka should be <br />realigned and extended to the east. A new Thurston Avenue/CR 116 intersection should also be <br />built approximately 500 feet west of the existing intersection. Along with these improvement, <br />Thurston Avenue should be rerouted around the east side of the wetland and extended north to <br />intersect TH 47 in the vicinity of 142nd Avenue. <br />The recommended improvements make possible direct, convenient, and safe travel on TH 47 in <br />Ramsey and Thurston Avenue in Anoka. Thurston Avenue is a better route than TH 47 to access <br />TH 10 from Ramsey. Thurston Avenue has a railroad overpass. TH 47 crosses the railroad <br />tracks at -grade and includes sharp turns that must be taken at slow speeds. <br />Andover Bridge Corridor (Boy Scout Camp Option) <br />Four corridors were analyzed and the Boy Scout corridor is favored because it is equidistant <br />between the two existing bridges at CR 116 and Seventh Street in the City of Andover. Once in <br />Andover, the bridge alignment would need to link with an east/west street that intersects CSAH <br />7. Utilizing this bridge corridor would allow the Boy Scout camp to redevelop as residential <br />property if the camp ceases operation. <br />Elk River Connection <br />The existing 173rd St. is recommended to be improved and extended into the City of Elk River. <br />Extension of 173rd St. is consistent with the City of Elk River's Transportation Plan. Jarvis <br />Street would be extended and improved jointly by the Cities of Elk River and Ramsey. An on - <br />road trail would be constructed on Jarvis Street from 173rd to 165th Avenue. <br />The proposed land use in this area is recommended to be predominately Single Family Residential. <br />Trunk Highway (TH)10 and Mississippi River Bridge Crossing <br />TH10 <br />The recommended treatment for TH 10 is to eliminate direct access opportunities between TH 10 <br />and adjacent land uses. This is especially true for those businesses located north of TH 10 <br />between Armstrong and Ramsey Blvds. The following approach is recommended to minimize the <br />City of Ramsey Land Use and Transportation Study <br />RLK Associates/Biko Associates <br />
