Biko <br />Associates <br />Memorandum <br />DATE: May 19, 1994 <br />TO: City of Ramsey Planning and Zoning Commission <br />Steven Jankowski, City Engineer <br />Steven Schwanke, RLK Associates <br />William Weber, BRW, Inc. <br />FROM: William Smith, Bike Associates, Inc. <br />RE: Preliminary Draft Trail Plan <br />PURPOSE <br />The Preliminary Draft Trail Plan requires no action from the Planning and Zoning <br />Commission at this' time. Any revisions or refinements to the Plan will be addressed <br />by the Park and Recreation Commission. <br />The Preliminary Draft Trail Plan is being presented to the Planning and Zoning <br />Commission to demonstrate relationships between the Land Use Plan, Thoroughfare <br />Plan and the Trail Plan. These relationships take many forms and present many <br />opportunities. One such opportunity is potential to include the width of off -road trails <br />in open space dedications. Another opportunity is inclusion of on -road trail widths in <br />dedications or acquisitions for roadway rights -of -way. <br />TRAII. SYSTEM GOALS <br />Goals taken from the City's 1991 Comprehensive Parks and Open Space Plan and <br />information from Mr. Mark Boos, City Parks/lJtilities Supervisor, were used to develop <br />the Preliminary Draft Trail Plan. These were presented to the Comprehensive Plan <br />Study Committee in an April 6, 1994 memorandum, but are outlined below for the <br />benefit of all Commission members. <br />1. A long range Capital Improvement Budget and Program (CIP) should be <br />developed to provide efficient use of park land [and trails] to meet the <br />expanding needs of people. <br />2. Recreational facilities should be designed to meet the needs of people, <br />especially at the neighborhood level. <br />
